中文摘要：	随着中国经济继续持续飞速发展，劳动力成本的不断上升，原来劳动密集型企业可获得的产品附加值越来越少，这迫使一些从事OEM（原始设备制造）生产活动的中小民营企业寻找新的出路，开始将自己的企业战略转向ODM（原始设计制造）。这些中小规模的民营企业虽然在生产控制和质量控制能力方面强于一般的同规模企业，但由于没有或缺少研发资源配置管理经验，造成在从事ODM生产的过程中，不可避免的会遇到有关研发资源及配置管理问题。实现企业整体研发资源的科学、合理的配置和利用，绝非仅有优秀的企业领导人和优秀的产品设计人员就能解决、改善，只有结合企业自身的特点和实际情况，采取科学的研发资源配置管理，才能综合提高企业的产品研发资源利用率，帮助企业在ODM生产中获取更多的回报，并提高企业在行业中的竞争能力。 本论文主要是基于研发资源及配置管理的相关理论探讨基于ODM的中小民营企业研发资源及其资源配置管理,并以实际案例说明从事ODM生产活动的中小民营企业研发资源配置管理及其效益等内容。通过对研发资源实施识别、开发、整合、运用与保护管理，明确研发活动各阶段所需的资源以及资源配置管理，为研发项目决策者和项目小组提供单项产品研发资源和项目群研发资源的配置管理依据，对资源进行合理配置以提高利用研发资源的效率。在这一系列的管理活动开展过程中，为决策者和项目经理提供一个清晰的整体产品研发状态和单项产品研发状态，也为其他资源部门提供相关项目信息，使企业提前做好有关研发资源配置的准备，各部门共同协作推动研发资源配置管理，进而提高企业的研发生产率，从而达到增强企业自身在从事ODM生产活动的企业中的适应和竞争能力的目的。
英文摘要：	Along with the continuous and rapid development of Chinese economy，the labor cost grows too much to help the labor-intensive enterprise getting high additional value from their products. This compels the small and medium enterprises start changing the strategy of the enterprise to ODM from OEM as an outlet. Although having better ability on producing and quality controlling, these small and medium enterprises are short of experience on research and development resources management. This shortage makes these enterprises facing the problem about the allocation management of research and development resources. In order to realize the scientific and sensible allocation and usage of the overall research and development resources, accomplished manager and product designer are not enough to meet the enterprises’ needs. Also adopting the scientific allocation of the research and development resource under the enterprises’ own situation can help the enterprises to improve their utilization rate of research and development resources, help the enterprises to get more payment in the ODM field, and improve the competitive advantages in ODM industry. The content of the thesis is studying the allocation management of research and development resources which is based on the related theory of research and development resource and the allocation management of the resource. In order to explain clearly, A real case is picked to show how the small and medium enterprises in ODM industry doing the allocation management of their research and development resources: According the management activities such as distinguishes, development, conformity and usage, to explicit the resource and resource allocation management in different steps in the product’s research and development procedure in order to provide not only the allocation management based on single product’s research and development resource for project manager or project team, but also the allocation management of overall research and development resource for the enterprise to improve the utilization rate of the resource. In the process of the management activity carried on, the project manager can get a clear status of research and development resource, also the other relative resource provider can get the relative project information, and all the above activities can help each resource dept of the enterprise doing the preparation job for research and development resource. With the allocation management of the enterprise’s research and development resource, and the cooperation of the resource department, the enterprise’s producing rate of the research and development can be improve, and the competitive advantage can be strengthen.
