中文摘要：	TD-SCDMA（简称TD）是由中国提出的第三代移动通信国际标准，于2000年被国际电信联盟正式采纳，成为全球认可的第三代移动通信国际标准之一。中国移动通信公司依托自身实力赢得了TD-SCDMA标准的运营权。TD-SCDMA是民族的产业，是我国在国际移动通信领域拥有自主知识产权的标准，能否运营成功，关系着中国在通信产业最高层的话语权，关系着中国通信产业链能否不再受制于人，关系着中国通信产业的国际地位和根本利益。论文从TD-SCDMA标准及产业链现状切入，首先回顾国内外通信运营商在第三代移动通信标准上的运营情况，进而从产业链模型、产业链方向、产业链内外关系、产业链发展策略等几个方面研究了TD-SCDMA产业链的结构及发展战略。 TD-SCDMA标准经过逐级演进已经自成体系，日趋完善。然而，由于TD-SCDMA是一个全新的标准体系，相对于其它第三代移动通信标准，其产业链的各个环节都处于起步阶段，这既是机遇也是挑战。发挥产业群体每个链及每个企业的优势，实现资源共享，才能真正形成发展格局。为了加快TD-SCDMA产业的发展，实施了系统、终端、芯片等同时发展、齐头并进的发展机制，大幅度缩短了研发周期，实现了产业链环节上的优势互补。 为了推进TD-SCDMA产业链的健康、协调、可持续发展，需要充分考虑市场驱动、技术驱动及政策驱动的相互关系，并从这三个维度展开，依托产业链理论及成熟的3G产业链模型，充分考虑到影响TD-SCDMA产业链发展的内、外部因素以及TD-SCDMA发展的现状及自身特点，从政策引导、产业联盟推动、投资支持、强化运营商核心功能、加强TD-SCDMA产业链内部各环节的衔接和配合、提升研发和创新能力等多个角度出发，制定TD-SCDMA产业链布局和发展规划，优化TD-SCDMA产业链架构，提升TD-SCDMA产业链的资源配置效率，全方位、多层次、整体推进TD-SCDMA产业链发展。
英文摘要：	TD-SCDMA is one of the third-generation mobile communication international standards proposed by China. It was officially adopted by International Telecommunication Union in 2000. China Mobile Communications Corporation wins the right to operate the TD-SCDMA standard on the basis of its powerful strength. TD-SCDMA is the independent intellectual property rights of China in international mobile communications field. Whether it can operated successfully concerns China’s discourse power in the communications industry, whether China's telecommunications industry chain can no longer be controlled by other countries and the fundamental interests of telecommunications industries. This paper focuses on actuality of TD-SCDMA standard and industrial chain. Firstly, foreign telecommunications operators’operation experiences in the third-generation mobile communications standards are reviewed, then, we do research on TD-SCDMA industrial chain management practices and development strategies through several aspects. TD-SCDMA standard’s evolution becomes perfectly gradually. Since TD-SCDMA is a new standard system, the industrial chain compared to other third-generation mobile communications standards is at the initial stage. It is both an opportunity and a challenge. In order to form a development pattern, each industry chain and each firm's strengths needed to be aggregated to achieve resource sharing. “Parallel industrial chain develop model” is proposed to speed up the development of TD-SCDMA industries, which also can reduce the research cycle and realize the complementary advantages. In order to develop TD-SCDMA industrial chain in healthy, harmonious and continuable way, we should fully recognize the relationship among market motivity, technique motivity and policy motivity. Besides, taking advantage of industrial chain theory and mature 3G industrial chain model on the basis of there motivities, and considering internal and external factors and characteristics of TD-SCDMA which affect development of TD-SCDMA industrial chain, we can design the layout of TD-SCDMA industrial chain and development plan, optimize the framework of TD-SCDMA industrial chain, improve resource deployment efficiency of TD-SCDMA industrial chain and push TD-SCDMA industrial chain to develop in comprehensive and integrated way, from the point of view of policy directing, industrial alliance impeling, investment supporting, consolidating telecommunication operator’s core functions, strengthening relationships and collaborations between TD-SCDMA industrial chain units, improving research and design capacity and creativity.
