中文摘要:随着国家第三次电信体制改革的完成及3G牌照的发放,天津通信市场进入了一个全新的全业务运营时代。各大运营商的实力都有不同程度的增强,这将会对整个电信运营市场的竞争态势产生根本性的影响,竞争激烈程度也必然日趋加大。特别是在三网融合趋势日益明显的今天,用户对于通信业务个性化、多样化、便捷化的需求日益扩大,对于“一站式”的高品质服务的要求日益强烈。在新的环境下原有的市场规则、竞争手段和竞争方式等都将发生根本改变,天津移动公司只有通过对目前电信市场用户需求的深入调研、对竞争对手策略的全面分析,采取多角度、全方位的协同策略,才能利用既有的产业优势发挥全业务最大的协同效应,用自身的优势产业带动劣势产业。持续创造竞争优势。因此无论是从通信产业发展需要还是企业和谐发展角度来看,全方位的协同发展对于天津移动公司来说都显得异常重要。公司应高度重视企业内外部资源协同策略的应用,顺应经济发展的历史潮流,通过不断提升自身全业务运营竞争力,实现公司和谐、健康发展。 本文首先通过分析电信体制改革的内容和意义,提出目前通信行业全业务运营所面临的难得机遇和巨大挑战。在新形势下,天津移动公司必须充分认识自身所处的战略位置,充分利用政府政策优势和把握各竞争对手的战略走向,才能使自身各项业务间、与合作伙伴间和与竞争对手间实现良性的协同发展。 其次,通过理论的回顾和梳理,整理了战略协同理论、溢出效应、横向战略、折衷成本等的部分理论,为本文观点的阐述打下了坚实的理论基础。再次,介绍了天津移动通信公司主要业务情况及目前的发展现状,通过对大量资料的搜集和分析,总结出天津移动公司在天津通信市场中所处的地位;并从内部环境和外部环境等方面对全业务运营条件下的天津通信市场进行了深入的分析,总结出现有天津移动通信市场全业务运营中存在的不足。最后,本文重点从公司内部协同策略和公司外部协同策略两个方面对天津移动公司全业务运营协调策略进行了定位并提出了具有实践性的策略建议。 
英文摘要:Along with national third telecommunication system reform and the issuance of 3G licenses, the Tianjin communication market entered a new era of full-service operations. The strength of the major operators has enhanced which has a fundamental impact on competitive situation of telecommunication operation market and bring the increasing competition. In particular, the trend of triple play is increasingly evident today, the user demand for individuation, diversification, and convenience-oriented in communications services is growing, the requirement for “one-stop” high-quality services is increasing. In the new environment, the original rules of market, means of competition and competitive mode will change fundamentally. Only through in-depth research of user needs in the current telecommunication market, comprehensive analysis of competitors’ strategies, by taking multi-angle and comprehensive collaborative strategy can Tianjin mobile company take advantage of existing industries advantages to play the greatest synergy effect of full-service operations, with its own superiority industry leading the inferiority industry. Therefore, from the point of the development of communications industry and the harmonious development of enterprise of view, a full range of collaborative development is vital for Tianjin mobile company. Company should attach great importance to the application of the enterprise internal and external resources collaborative strategies, and conform to the historical trend of economic development, through enhancing the competitiveness of its own full-service operations constantly; it has allowed company to achieve harmonious and healthy development. First of all, this thesis, by analyzing the content and significance of telecommunications reform, proposed a distinct opportunity and great challenges facing the full-service operations in the current communication industry. Under the new situation, Tianjin mobile company have to be fully aware of its own strategic location, make full use of advantages of government policy and grasp the strategic direction of all competitors, it can fulfill benign cooperative development between its own various business, partners and competitors. Next, through theoretical review, Strategic Synergy, Spillover effect, Horizontal Strategy and Cost of Compromise and so on was sort out, it laid a solid theoretical foundation for expounding of this thesis’s point of view. And then, this thesis introduced the company's main business situation and the current development status, through collection and analysis of large amounts of data, it summed up the company position in Tianjin communication market. From aspects of the internal and external environment, it analyzed Tianjin communication market under the conditions of full-service operations, summarized the shortcoming of full-service operations in Tianjin mobile communications market. Finally, from two aspects of enterprise internal and external Collaborative Strategies, this thesis positioned the Coordination Strategy of Tianjin mobile company full-service operations and presented the practical strategic proposals.
