中文摘要：	近年来，天津的中小企业发展迅速，在推动全市国民经济快速发展、解决城乡居民就业以及增加地方税收等方面发挥了重要作用。但由于中小企业存在着初期规模小、经营风险大等不利因素，普遍面临着融资困难的问题，严重阻碍了其发展壮大。特别是2008年下半年以来，由于国际经济形势急剧恶化，中小企业受到较大的冲击，一些中小企业相继停工、停产，使融资难问题显得更为突出。 本文针对天津中小企业融资难问题，从理论和实践两方面进行了研究和分析，并提出了相关的对策措施。全文共分五部分：第一部分，阐述了论文的研究背景、目的和意义，指出了研究方法和内容。第二部分，界定了中小企业的概念，对国内外关于中小企业和融资的相关理论进行了综述。第三部分，分析了我国中小企业发展及融资状况，初步探讨了融资难的基本原因；然后，详细介绍了天津中小企业的发展概况和融资环境，结合典型案例分析，归纳了天津中小企业在融资过程中遇到的问题，并具体分析了原因所在。第四部分，剖析了美、日、德等国中小企业的融资模式，总结了各国扶持中小企业发展的措施和经验。第五部分，在借鉴国外经验的基础上，从企业、政府、银行三方面角度，提出了联合解决天津中小企业融资难问题的基本途径。
英文摘要：	In recent years, small and medium-sized enterprises (SMEs) in Tianjin have undergone vigorous development and are playing an important role in promoting the civil national economy, creating urban and rural employment opportunities and increasing local revenues. However, due to small scales in initial stage, high business risks and some other adverse factors, SMEs usually face financing problems, which restrains its further development. Especially since the latter half of 2008, dramatic changes in international economy have given SMEs a heavy blow and some SMEs have to stop production one after another. Therefore, the financing problems of SMEs have become more prominent. Concerning the financing problems of SMEs in Tianjin, the paper explores the problems in both theory and practice and puts forwards the corresponding solutions. The paper includes the following five parts. Part one states the background, the purpose and significance of the research and pinpoints the methodology and content of the paper. Part two defines the concept of SMEs and makes a review of related theories on SMEs financing home and abroad. Part three analyses the development and financing of SMEs in China and makes a preliminary analysis of the general reasons for financing problems, then gives a survey of the development of SMEs in Tianjin and the financing environment. Based on case analysis, it generalizes the problems in financing of SMEs in Tianjin and analyses the reasons in a systematical way. Part four studies the financing patterns of SMEs in the USA, Japan, Germany and some other countries and summaries the measures and experiences of different countries in helping SMEs. With the experiences of other countries, part five proposes the basic approaches to the financing problems of SMEs in Tianjin, which demands the joint efforts of the enterprises, government and banks.
