中文摘要:随着知识经济时代的到来,人才资源所代表知识资源的竞争已经渐渐取代传统的能源和资本资源,成为现今企业竞争优势的体现。企业之间的竞争逐渐转化为企业高新技术水平、创新能力、高素质人才及知识型团队的的竞争,因此人力资源管理中,员工的有效激励体系建立就显得尤为重要。由此衍生的现代企业人力资源激励体系设计的重要任务,就是丰富现有激励手段,建立创新化的、符合企业特点的多元化、多层次的激励方式,激发员工的工作热情和创造力,为企业提高效益。 本文以S工程公司专业技术人员激励体系设计为主体,立足于现有的激励理论,针对S工程公司激励体系现存的问题,从公司的发展背景、发展阶段、项目性工作的特点和专业人员的需求调查入手,结合实践中应用的激励措施和手段,考虑激励的实际效果,设计出有一定企业特点的薪酬激励体系,有利于公司的进一步稳定发展。 S工程公司专业技术人员激励体系方案是针对S工程公司专业技术人员的基本情况和需求、围绕项目性医药工程公司的行业背景和企业的战略定位量身定做的。其中,运用了传统工程行业的激励和薪酬体系,同时借鉴其他企业的先进经验,根据公司项目性运营的特点,结合了项目人员组织架构和公司职能部门双架构的特点,设计了以岗位薪酬为基础和项目分红为奖金的薪酬激励体系,以及以项目职位为荣誉奖励、职能职位为物质奖励的激励模式,并结合其他的激励形式,形成符合公司特点的激励体系。同时,对绩效体系进行了配套措施的设计,保证激励体系良好运行。 本文还对S工程公司专业技术人员激励体系方案做了有效性评估,认为该套方案有利于实现公司的战略目标,有利于激活员工动力、稳定人才队伍,有利于企业稳定发展和增长效益。 
英文摘要:In knowledge economy era, the competition of knowledge resources represented by human resources has gradually taken place of the competition of traditional energy and capital resources and become a competitive advantage in today's business. Competition among enterprises gradually turns into the competition of high-tech, innovation, high-quality talents and knowledge-based team, so the establishment of effective staff motivation system in human resource management becomes particularly important. Derived therefrom, the important task of the modern enterprise HR motivation system design is to enrich the existing incentives methods and establish creative, diversified and multi-level motivation ways which are consistent with the characteristics of the enterprise to stimulate the work enthusiasm and creativity of staff and improve the efficiency of the enterprise. This paper takes S engineering company’s technical staff motivation system as the main body. The motivation system design should be based on the existing theory of motivation and focus on the existing problems. It should be started for the company's development background, stage of development, project-oriented work characteristics and technical staff’s needs survey, combined with practical application and means of motivation together with the consideration of the practical effect. Then a remuneration motivation system with the characteristics of a certain enterprise could be designed which can benefit the further and stable development of the company. The technical staff motivation program in S engineering company is based on technical staff’s basic situation and needs under the project pharmaceutical industry background and the company’s strategic positioning. Thus the paper takes us of the traditional engineering motivation and compensation systems, drawing on the advanced experience of other enterprises. Moreover, according to the company’s project operating characteristics, combined with project personnel organizational structure and corporate dual functions structure, a new motivation system is designed with position salary payment as the basis and project-based payment as a reward. Besides, project positions are honorary awards and function positions are material rewards. In combination with other forms of motivation, a comprehensive one is set up which is in line with the company characteristics. Meanwhile, the performance system is designed to ensure the good functioning of the motivation system. This paper also does an effectiveness assessment for S engineering company’s motivation system. It proves this program could help to achieve the company's strategic goals, inspire staff potentiality, stabilize qualified team and develop the company stably and profitably.
