中文摘要：	本文从大城市郊区如何分享城市化、工业化成果的问题出发，发现了城市远郊由于区位影响，面临诸多发展困惑。为了提升大城市远郊地区的竞争力，最大限度的发挥其自身特点和城市资源的溢出效应，本文根据迈克尔波特的“钻石模型”等理论，试图从理论和实践两方面将区域竞争力的提高与特色产业集群发展紧密结合；在农业专业化分工日益深化的背景下，依据现代农业由粗放型向技术型、品牌型的发展趋势和与其它产业日益紧密的联系，针对城市远郊地区的竞争优势，从产业链分工与空间布局角度，确定了发展现代精致农业集群的战略。并以此为理论支撑，应用在滨海新区茶淀镇的战略制定中，探索以茶淀葡萄资源为核心，通过葡萄产业组织方式、经营方式上的创新，深化葡萄产业的专业化分工，打造“接二连三”的都市精致农业产业集群，全面提升地区竞争力，扭转以往“农业忽视”和“工业崇拜”的思想，进而带动“农民社区化”和“工业生态化”，解决了城乡一体化的社会问题。 本文将三农问题具体到城市远郊的层面进行解读，以战略管理视角对农业产业进行细分剖析，明确其商业价值和集群发展路径，并以具体的应用案例进行说明，突出理论对实践的指导意义。
英文摘要：	This thesis does a study on the development of peripheral areas of metropolitan which always be frustrated by the lag of economy and future strategy. Base on Porter's Diamond Model and Industrial Cluster theory, this thesis try to illustrate that the peripheral areas of metropolitan regions should highlight the Quality Agriculture cluster and its chain , with the analysis of regional competitive advantage and the trend of deepening labor division and specialization in modern agriculture. At the meantime , I weave into the example of Chadian Town of Binhai New Area ,where intend to enhance the local economy by developing grape industrial cluster ,and in addition seek a new way to urban and rural integration . The innovative point of this thesis is that it conducts a relatively original research on the segmentation of rural area and regaining quality agriculture’s value with the focus on the peripheral areas of metropolitan and industrial cluster .
