中文摘要:摘要 A公司是一家国有企业,主要业务是从事一级土地市场开发整理工作。自2005年成立以来,A公司业务发展速度快,人员也从公司从成立之初的十几个人到现在有近一百人,工程技术人员约占总人数的百分之八十。在建设单位,工程技术人员就是公司的核心人员,就是公司的核心竞争力之一,所以随着业务的不断增加,对工程技术人员绩效考核也就显得越来越重要了。但实行了一段时间后,效果并不理想仍需要继续改进,笔者正是从这个角度为主线对绩效考核体系改进行研究。 A公司工程技术人员的绩效考核存在的问题总体来说主要是两个方面的,一个是组织结构上的,另一个是制度上的。A公司从成立之初到现在一直实行的是直线制组织结构,这种结构随着公司开发地块的增加已经越来越不适合公司的发展了,一名技术人员可能同时负责两个或者三个地块的前期、设计或工程任务,但是公司要是同时用两三个项目的任务目标去考核一个人显然是不合理的,因为他在不同的阶段可能对同一个项目参与的程度是不同的。从制度上来讲,A公司虽然也有自己的考核制度,但制度的内容只涉及到了考核周期、考核流程,内容涉及的比较笼统,对具体的考核方法、评分方法、评分标准、结果运用及奖惩办法并没有做明确规定,而且在考核与评分过程中人为因素也很大。 要对A公司的绩效考核体系从根本上进行改进就必须从组织结构和制度上着手。首先应该对组织结构进行改革,将原来的直线制改为矩阵制,由一套领导班子进行统筹管理,每个项目成立自己的项目公司,每个项目公司设一个项目经理。项目公司对自己的工程技术人员进行内部考核,然后将考核结果汇总到人力资源部,由人力资源部进行复核后报领导审批。同时,对于考核制度要进行完善,制度中要对工程技术人员的考核办法、评分标准等级、流程做出更加科学、公平、明确的规定,避免人为因素影响考核结果。 在对工程技术人员的绩效考核流程进行设计时,主要是四个方面考虑的。第一,给与工程技术人一个比较宽松考核氛围,使他们能够积极发挥出工作热情和创造性;第二,用科学的考评方法来考核技术人员的工作表现,严格规定考核标准,使个人目标与组织目标相一致。第三,制定科学的考评内容,将考评内容从原来单纯的考评“结果”向兼顾“结果、行为和个体特质”上转变,由“单一化”向“多元化”转变;第四,与员工保持沟通,使员工每经过一次考核,都要对自己的表现有一个更加清晰的认识,能够明确工作目标和自我努力方向。工程技术人员绩效考核的组织与流程设计主要遵循的是人力资源部门组织、员工自设目标、多人评价、结果反馈这样一个考核流程。在实行项目公司之以后,各项目公司不设人力资源部门,人力资源部门仍有公司领导直接管理,所以人力资源部仍然是各项目公司绩效考核的组织者。每位技术人员在考核周期之初都要设定经与部门领导沟通过的工作目标,当一个考核周期过后,员工首先要对自己工作目标完成情况进行自我评价,然后再有由部门领导、人力资源部门会同项目经理进行评价,最大限度对每一位员工任务目标的完成情况作出公正、客观的评价,最后由部门主管就考核结果与员工进行沟通并制定下一阶段的工作目标,如果员工对考核结果不满意可以向考核薪酬委员会进行申诉。 技术人员绩效考核体系的改进研究最重要的结果就是绩效改进后的实施方案。无论是绩效的组织者还是评价者中的成员都应该由人力资源部门来承担。要赋予人力资源部门评价员工设定目标的权限,这样做可以防止个人目标设定不清的情况出现,同时还要给予人力资源部门检查核实技术人员工作完成真实情况的权利。将原来的月度考核改为季度考核,实行“过程督促和结果考核相结合”的考核办法。工程项目的工作周期较长,如果每个月频繁考核一方面会造成考核目标的脱节,另一方面也会人力资源部门带来很大的工作压力,所以将考核周期延长会使绩效考核过程更加合理有效。在这个过程中,还可以对一些需要跨考核周期来完成的考核目标进行督促,使工程技术人员加强紧迫感,在保证工程质量的前提下尽可能缩短完工时间。同时,在每一个考核周期中,都要将每次工程会议布置下来的临时代办事项列入考核目标,这样可以保证会议上布置下来的工作能够按时、顺利地完成。建立部门扣分追查机制,如果部门的某一项任务未完成或完成不合格,必须要通过责任回溯查到到底是由谁来负责这项工作,因为在个人的考核目标中必然会体现这一工作任务。在新的实施方案中,最重要的一项内容是将考核目标进行了分级,分为两级,一级目标主要是指与项目完成进度紧密相关的目标,如融资工作、重要的工程节点等等;二级目标主要是指常规任务、例行工作等等。一级目标未完成或不合格至少扣6分,二级目标未完成或不合格至少扣三分。同时规定每个考核周期工程技术人员的工作目标为5-8个,且一级目标数不得少于考核目标总数的40%。 工程技术人员是A公司的核心人员,绩效考核体系改进的目的不是为了惩戒员工,而是要更加科学地对员工的工作表现作出公正的评价,目的是改变员工的行为,提高工作效率,提升A公司的核心竞争力,这也是笔者选此课题进行研究的主要目的和出发点。 关键词:绩效考核 绩效改进 员工考核

The A Corporation engineers and technicians' achievements inspection existence question generally speaking mainly is two aspects, one is in the organizational structure, another is in a system.Beginning A Corporation from had been established always implements to present is the straight line system organizational structure, this kind of structure developed the land parcel along with the company the increase already more and more not to suit the company the development, a technical personnel possibly simultaneously was responsible for two or three land parcel earlier periods, the design or the project duty, but company if simultaneously used 23 projects the duty goals to inspect a person obviously were unreasonable, because he in the different stage to the identical project participation degree was possibly different.Says from the system, although A Corporation also has own system of examining and assessment, but the system content only involved the inspection cycle, the inspection flow, the content has involved quite generally, to the concrete inspection method, the grading method, the grading standard, the result utilization and the rewards and punishment means has not done stipulated explicitly, moreover the human factor very was also big in the inspection and the grading process. Must fundamentally make the improvement to the A Corporation's achievements inspection system to have begins from the organizational structure and the system.First will be supposed to carry on the reform to the organizational structure, the original straight line system will change the matrix system, will carry on the overall plan management by a set of management, each project will establish own project company, each project company will suppose a project manager.The project company carries on internal inspection to own engineers and technicians, then will inspect the result to compile to the human resources department, will carry on after the human resources department reexamines the newspaper leadership examination and approval.At the same time, must carry on the consummation regarding the system of examining and assessment, in the system must to engineers and technicians' inspection means, the grading standard rank, the flow make scientifically, fair, the explicit stipulation, avoids the human factor influence inspection result.
