| 中文摘要: | 二十世纪八十年代以来,非营利组织在发达国家得到了巨大的发展。在中国,非营利组织的数量已经不容忽视,它们的影响也不断渗透到社会生活的各个方面。同时,随着非营利组织的经营管理环境发生了巨大的变化,也从根本上改变了非营利组织与董事会、监事会、员工、志愿者以及政府、捐助人、受益人、社会公众等利益相关者的关系。利益相关者观念在非营利组织的发展过程中显得越来越重要,非营利组织必须处理好与诸多利益相关者的关系,才能在新的环境中获得生存和发展。 这其中,非营利组织同政府这个利益相关者之间的关系,显得尤为重要,改革开放后,随着中国政府对社会公益资源垄断性的逐步丧失以及政府从一些社会公益领域的逐步退出,中国非营利组织获得了发展所必需的重要体制基础。但是,由于现阶段体制和制度的不完善,政府与非营利组织之间关系的建立还存在一些困难和挑战,特别是政府对非营利组织的管理模式,也影响到社会公共事务管理效能的进一步提高。 政府要建立良好有效的非营利组织管理模式,就必须整合两者之间的利益,建立组织上相互独立,职能上相互协作,相互补充,彼此监督,相互影响,相互依存,相互促进的关系。从宏观方面来看,体现为政府改革对非营利组织的兴起与发展起到了重要的推动作用,而非营利组织的发展也在一定程度上支持了政府改革的深入进行;从微观方面来看,体现为政府对非营利组织的管理与扶持以及非营利组织对社会公共事务的广泛参与。 从中国的国情出发,政府要建立对非营利组织有效的管理模式,建议摒弃双重管理体制,成立类似证券监督管理委员会和银行业监督管理委员会的统一的监管机构,可以取名为民间组织监督委员会,统一管理非营利组织。成立非营利组织监督管理委员会,不仅有利于促进中国政府向公共服务型政府转变,同时对促进非营利组织健康发展同样具有积极意义。 | |
| 英文摘要: | Since the 1980s, Non-profit Organizations(NPO) have obtained enormous development in developed centuries. Non-profit Organizations in China have been greatly increasing in amount, and they have become more influential than ever in the social life. The western non-profit organization has early begun using accountant system, human resource management and strategic planning as a set of operation and control method. However, marketing is the latest function to take into account. With the development of social economy and the growth of nonprofit organization, some nonprofit organizations have realized that marketing is helpful to reach their goal. In more and more drastic market competition, both non-profit organization and profit organization face the pressure from the institutional cost and the competitors. How to seek self’s development based on the variation of the external environment and strive for more people’s understanding, support and cooperation have become the key for the long-term existence of the non-profit organization, and the marketing is playing an important role for establishing the effective connection between non-profit organization and environment, making the time response for the requirements of the customers, and guaranteeing the realization of the target of the organization . The importance of Nonprofit Organization is taken into account by the fields of theory and practice more and more because of the impact of making up for the defect of market and government. But, NPO itself but only produce the product which have visible shape, not also make use of the mode of tax to maintain itself survival and development. At the same time, the external environment which NPO is up against is more and more rigorous. Objective condition determines that NPO must seek after efficiency and consumers’ identify like corporate. Along side with the popularity and development of computer and information technology, in the beginning of the twenty-first century human pace into the cyber age. Net-marketing changes the traditional marketing system and it will bring great influences on the markets and consumers. IMC is based on the views of the consumers, emphasizing the diversity of communication, providing clear and one voice to the public by coordinating and adjusting the methods of the marketing, allots resources and exploits the effectiveness of communication. The research makes the Integrated Marketing Communication (IMC) theory into NPO, try to establish the Chinese general network IMC management mechanism which is suitable to NPO and hope that it is beneficial to NPO’S development. | |
