中文摘要：	本项研究来源于天津市信息化工作办公室的研究课题—“信息化推动天津市服务业发展作用研究”。金融业一直在天津的经济发展中占有举足轻重的地位。当前，面临着外国资本的全面进入和滨海新区开发开放的新形势，加快金融业的发展成为新形势下的新要求。信息技术作为推动金融业发展的强大动力，它的应用必将给金融业注入新的活力，因此通过加强信息化建设来促进天津金融业的发展成为一种必然的趋势。对于当前天津金融业信息化的现状有一个清晰地认识，是开展未来信息化建设的依据。本研究在对天津金融信息化紧迫性充分认识的基础上，采用问卷调查法和访谈法对天津市金融信息化的现状进行调查；然后采用SPSS软件对收集到的资料进行分析，进而提出天津金融信息化建设的建议和对策。 本文首先调查了天津市金融信息化的现状，包括信息化的战略地位，信息化的应用状况，信息化人力资源状况，信息化安全状况和信息化效益。调查结果显示，信息化建设普遍受到高层的重视；信息化能够为企业的决策提供支持，并且实现了核心业务流程的信息化，管理信息化具备一定的水平；信息化人力资源状况良好；信息安全投入资金充足，信息安全措施齐全、备份及时；信息化效益评估目前普遍采用的是定性分析的方法。 接着，本文分析了天津金融信息化所处的发展阶段和存在的问题。目前天津的金融信息化处于从“信息孤岛”存在阶段向数据集中和应用整合阶段迈进。存在的问题包括：信息化的战略规划重“硬”轻“软”；管理信息化建设和应用薄弱；系统集成度低，存在信息孤岛现象；业务部门和技术部门信息不对称；信息安全有待加强；创新能力不强；缺乏IT管理机制。 最后，本研究根据存在的问题，从营造外部环境和企业自身信息化两个层面提出了今后发展金融信息化的建议和措施。具体包括：创建良好的经济环境和金融生态环境；促进金融机构的网络互联；推进金融信息化的立法建设；加强金融信息化的指导和监管；实施信息资源规划；推进管理信息化进程；加快标准化建设和实施；变革组织结构，建立学习型组织；加强安全建设和宣传；提高信息技术应用水平，加快金融创新；引入IT治理机制。
英文摘要：	This research is based on the research of the role of computerization in the service industry in Tianjin City. The financial industry played an important role in the Tianjin economy. Currently, the rapid development of the financial industry is necessary when the financial industry is facing with the situation of the entry of foreign capital and the development and construction of Binhai New Area. The financial industry is injected new impetus and driven strongly by the information technology. Therefore, the financial computerization will further accelerate the development of financial industry. The construction of financial computerization in the future will base on a clear cognition of the status-quo of financial computerization . By the combination of a questionnaire and oral interview schedule, the author investigated the status-quo of financial computerization in Tianjin. All data were analyzed with SPSS. The author gives some advice to the financial computerization development in Tianjin. By analysizing the profile of financial computerization in Tianjin, the thesis points out that the construction of computerization in Tianjin has made much progress in the aspects of the status of computerization , the level of application , human resource, information safety, information accessment. Then, this study presents insights into the stage and the problem of financial computerization in Tianjin. The result shows that the strategy of computerization, the management computerization, system integration, information asymmetry, information safety, financial innovation and the management system of information technology face serious problems. In the end, this paper gives some advices and measures to the development of financial computerization in Tianjin, such as “information resource planning ”, “learning organization”, “information technology governance”，etc.
