中文摘要：	摘要 自80年代起，BOT这种新型的融资模式被引入我国，并得到广泛应用。由于BOT项目生命周期较长，在建设、运营、移交的过程中存在很多不确定的风险，包括政治风险、金融风险、完工风险、运营风险、市场风险和不可抗力风险等，对这些风险识别和应对不足将对BOT项目的实施造成严重影响。因此BOT项目风险研究具有很重要的意义。 本文研究的主要目的一是旨在为项目公司正在或将要实施的BOT项目过程中，就各种风险的识别，发生的可能性及其如何应对，提供具有一定价值的参考和借鉴；二是旨在提高参与BOT项目的公司或政府部门对BOT项目的前期的风险研究的重视性和必要性的认识；三是从理论方面提高本人的专业知识水平； 本文通过海水淡化BOT项目案例分析和核查表方法进行风险识别、风险应对方法的研究。本文首先对风险管理的相关理论进行回顾，然后对海水淡化BOT项目的风险识别、风险特点和风险分类进行介绍。对海水淡化BOT项目的资金风险应对方案，过程风险应对方案和利益相关者面临风险应对方案进行深入分析。本文结论是在海水淡化BOT项目案例分析的基础上对特定风险提出相应的解决方法。
英文摘要：	Abstract Since 1980s, the new financing model BOT was introduced to China and was widely used. As the life cycle of BOT project is comparatively long, there are many uncertain risks, including political risk, financial risk, completion risk, operational risk, market risk and force majeure risks in the process of construction, operation and transfer. The inadequacy of the recognition and response to these risks will have serious effect on the implementation of the BOT project. Therefore, the research in BOT project risk is of great significance. One of the main purposes of this thesis is to provide some valuable reference to the recognition of all kinds of risks, the likelihood of occurrence of the risks and ways to handle the risks for the BOT project which is being implemented or will be implemented by a project company. The second purpose is to improve the companies which take part in the BOT project or the government department’s awareness of the importance and necessity of the pre-stage risk study of the BOT project. The third purpose is to improve my professional knowledge theoretically. In this thesis, risk recognition and risk response methods are studied through the analysis of the cases of desalination BOT project and the verification methodology. First of all, the relevant theories of risk management is reviewed, and the identification of the risks, the characteristics of the risks and the classification of the risks of the desalination BOT project are introduced. Then, the capital risk response scheme, the course risk response scheme and the risk response scheme of the stakeholders of the desalination BOT project are deeply analyzed. The conclusion of this thesis is to put forward relevant solutions to special risks based on the case analysis of the desalination BOT project.
