中文摘要：	信用是社会经济发展的必然产物，所以从本质上说，市场经济就是信用经济。当前，人们对建立健全社会信用体系的呼声越来越高，而信用评估作为社会信用体系中的关键环节也得到了人们越来越多的重视。 本文以建筑企业为具体分析对象，从信用评估的基本理论、基本方法入手，对建筑企业的信用评估问题做了深入研究，并将研究的主要结果用于工程项目评标，在减少失信行为的同时，又能够帮助招标单位做出正确的评标决策。 构建科学的指标体系和选用合适的评价方法是建筑企业信用评估的两个关键环节。本研究结合建筑企业的特点，从指标体系和评价方法这两个角度对建筑业企业信用评估的独特性进行了分析。一方面指出了我国建筑企业信用评估指标体系中评价要素、评价指标及指标权重的特殊性，另一方面通过和一般企业信用评估方法以及工程招投标方法的比较指出了我国建筑企业信用评估方法的独特性。 指标体系的构建必须遵循一定的原则：全面性、科学性、针对性、公平性、合法性、可操作性。依据这些原则，对我国建筑业企业信用要素做了深入的分析，根据我国建筑企业的特点选取企业核心能力、财务实力、信用状况作为我国建筑业企业信用评价要素；然后将各要素进行分解，选择了14个反映企业信用水平的核心评价指标并一一做出说明；最后采用递接层次结构的模式对指标进行整合，进而形成了完整的建筑业企业信用评估指标体系。 通过对企业信用评估实质的认识，我们选择AHP法作为我国建筑业企业信用评估的方法，本文对AHP法的适用性做了详细分析，说明采用此种方法进行建筑业企业的信用评估，可以保证模型的科学性与结果的准确性；根据建筑业企业信用评估指标体系的内容以及AHP法的相关原理，建立了基于层次分析法的建筑业企业信用评估模型，并对其中一些较为具体的技术方法进行了较为详细的说明；最后通过实际案例分析，证明了该模型的有效性和可操作性。
英文摘要：	Credit is the inevitable product of the socio-economic development, in essence, the market economy is the credit economy. At present, more and more people call for the establishment of a perfect credit system. Credit assessment as a key part of the social credit system has been more and more attention to people. This paper, starting with the basic theory and method of credit assessment, studies building companies which is the main study object deeply. The result of the research can be used in the procedure of project bidding and tendering. By this means, we can increase the accuracy of choosing the most suitable bidding company and decrease acts of dishonesty of the building companies. A scientific indices system and an appropriate evaluation method are two key parts of the credit assessment system. Considering the characters of building companies, this thesis proposed the unique of the credit assessment system of building company from two key parts. On one hand, it points out the unique of the evaluation factors, the evaluation indices and targets weight in indices system of building companies in our country. On the other hand, it points out the unique of evaluation method through the Contrast between the evaluation methods of common companies and the procedure of project bidding and tendering. This is one of the key parts of the credit assessment system. The construction of indices system must follow some certain principles: integrity, scientific, direction, fairness, legitimacy, operable. Based on these principles, it does deep analysis of evaluation factors, selects the core capabilities, financial strength and credit conditions as the main factors, and decomposes them, then chooses 14 of them as key evaluation indices, finally builds a complete indices system of building companies in our country. Through the research of the credit assessment, we choose AHP as the best method of the credit assessment. At the same time, we also analyze the suitable of the AHP. Based on the research of the basic theory, characters and method of the AHP, the paper proposes a new method of credit assessment of building companies and builds the model of credit assessment system of building companies. We also describe some specific detail of this model. The model of credit assessment system has a good accuracy. Through a case demonstration, verified the validity and the feasibility of the credit assessment system of building companies.
