中文摘要：	在知识经济背景下，知识成为企业核心竞争力的根源，拥有知识才能够在竞争中获胜，学习作为知识转移的方式，成为企业提升竞争力的有效途径。同时，知识经济对于企业的竞争战略提出了新的要求，不仅要将市场扩大到国际市场的范畴，并且，竞争战略的实质也从纯粹竞争转化到竞争中合作。国际战略联盟以其较好的灵活性和适应性，成为企业在知识经济背景下参与国际竞争的战略选择。 从竞争优势的角度，学习有利于企业竞争优势的获得。但是，在国际战略联盟中，作为集体行为，联盟学习往往存在许多难题，难以顺利开展。本文采用规范分析的方法，按照“发现问题，解决问题”的思路，在探讨联盟学习的各个层次障碍基础上，研究国际战略联盟学习的有效途径，并尝试着从多个层次、不同方面构建国际战略联盟的学习机制。 本文首先回顾了战略联盟和学习等相关理论研究，并从不同角度分析国际战略联盟中学习的影响因素。然后，在此基础上解析国际战略联盟中学习的障碍。并针对这些学习障碍，从联盟网络层次和企业层次提出了有效的学习途径，即构建国际战略联盟的学习机制。其中，联盟网络层次包括联盟结构选择、建立信任和承诺以及惩罚制约机制；联盟企业层次包括建立联盟管理机构和借助学习工具。另外，在这两个层次的学习机制基础上，建立了联盟学习机制的度量体系，以发现学习机制的不足之处，推动国际战略联盟学习机制地不断完善。最后，针对中国企业参与国际战略联盟的现状和学习实践，给出了构建学习机制的建议。
英文摘要：	In the times of knowledge economy, knowledge has been the root of the core competences of the corporations, an enterprise can only survive by owning enough knowledge. How to learning has been the effective way to improve competence of the firm. Knowledge is transferred by learning. Meanwhile, the knowledge economy brings new requirement for competitive strategy, not only does it enlarges the competition to the international market, but also changes the pure competition to the collaboration-in-competition. International strategic alliance has been the best strategic choice for enterprises takes part in the international competition for its flexibility and adaptability. From the view of competitive advantage, learning can be help of enterprise’s competitive advantage. But, there are always many obstacles over alliance learning, because of the collective behavior in alliance learning. Based on research on learning obstacles at different levels, the thesis uses the normative analysis method to study the effective way of learning and tries to constitute the learning mechanism for different levels and aspects, according to the research route of find-and-solve problem. Firstly, based on literature reviews on strategic alliance and learning, the thesis analyzes the influential factors for learning in international strategic alliance from different aspects. Secondly, on analysis of learning obstacles, the thesis provides the effective way of alliance learning that is constructing learning mechanism from the network level to the alliance enterprise level. At the network level, it contains alliance structure choice, building trust and commitment and punishment mechanism; at the alliance enterprise level, it contains build alliance management department and use learning tools. Furthermore, it is constituted the measurement system of learning mechanism so as to find the shortage and make consummations. Finally, according to the practices of Chinese enterprises involving in international strategic alliance, it is suggested for some advice on building up the learning mechanism.
