中文摘要：	随着空客A320总装线项目落户天津滨海新区，以飞机总装为特色、内嵌于全球价值链的航空产业集群正在形成，这为提升我国航空产业的技术水平和创新能力、实现由集团式发展向集群式发展的转型提供了难得的机遇，其发展经验亦可为我国大飞机项目的顺利实施提供借鉴。 由此，如何以空客A320总装项目落户天津滨海新区为契机，推动航空产业集群式发展，构筑有效的航空产业集群治理机制，实现集群与价值链核心企业间、以及集群内部主体间的有效互动，培育创新型航空产业集群，从而切实提升我国航空产业集群的自主创新能力并实现全球价值链升级，就是一件紧迫而现实的问题。航空产业集群创新能力的提升，不仅需要挖掘集群的内部联系，更需要与全球价值链核心企业积极互动、不断调整自身嵌入全球价值链的方式，即通过构筑有效的集群治理机制，实现创新能力的持续提升和全球价值链的升级。由此，航空产业集群演进的机理是什么？如何构筑有效的航空产业集群治理机制？不同的发展阶段其治理有何差异？航空产业集群治理的关键要素是什么？等等，对这些问题进行深入探讨，就显得非常必要。 而目前有关产业集群治理的研究，主要从网络治理和价值链治理两个角度展开，而且侧重于一般性的经验总结，缺乏对航空产业集群这种特定集群及其不同发展阶段治理问题（治理的根源、目标、主体、边界、结构和机制等）的探讨，更未构筑起航空产业集群治理的一般分析框架并具体分析其关键要素，而这些对于促进航空产业集群健康发展、不断提升其创新能力、实现全球价值链升级等均具有极端重要的价值。 基于上述考虑，本研究从航空产业特性及其集群式发展的实践出发，探讨航空产业集群的结构特征及其链接属性，剖析航空产业集群的组织属性；在此基础上，构建航空产业集群治理的一般分析框架，解析航空产业集群治理的根源与目标、治理主体、治理边界和治理机制；剖析航空产业集群治理的结构层次和关键要素；根据航空产业集群演进的内在机理，将航空产业集群成长划分为形成和发展两个阶段，剖析不同发展阶段的航空产业集群治理逻辑和治理重点。 本文的创新点主要体现在: 第一，提出航空产业集群治理分析框架。基于关系型契约和组织理论的视角，在对航空产业集群的组织本质进行剖析的基础上，对航空产业集群的治理目标、治理根源、治理主体、治理边界、治理结构和治理机制进行分析界定，提出基于核心企业和地方政府主导的航空产业集群治理分析框架；第二，解析不同发展阶段的航空产业集群治理逻辑和治理重点。在不同发展阶段，航空产业集群具有不同的治理逻辑。在形成阶段，治理的目标是聚集要素；在发展阶段，治理的目标则为构建创新网络。基于航空产业集群演进机理及其组织属性的剖析，探讨不同发展阶段的航空产业集群治理逻辑和治理重点，从而深化对航空产业集群治理的研究；第三，分析航空产业集群治理的结构层次和治理要素。在上述航空产业集群治理框架的基础上，探讨航空产业集群治理的结构层次和关键要素，并从航空产业集群治理结构（治理边界的柔性、治理主体的公平参与、治理机构的运作等）、治理机制（包括信任、声誉等非正式治理机制和制度规范等正式治理机制）和治理环境（公共政策、区域文化、与核心企业及其他相关集群的互动等）等三个方面构筑航空产业集群治理要素模型，从而为航空产业集群治理优化提供指导。 综上，本研究从航空产业集群的本质属性及其创新特征出发，构筑航空产业集群的治理分析框架，解析不同发展阶段的治理逻辑和治理重点，探讨国外成功航空产业集群的治理经验，构建航空产业集群治理要素模型，从而为政府制定相关集群政策、培育富于创新的航空产业集群等提供政策建议。这对于实现航空产业集群创新能力的提升及其在全球价值链的升级，无疑具有重要的理论价值和现实指导意义。
英文摘要：	With the location of Airbus A320 in Tianjin Binhai New Area, the aviation industry cluster featured by A320 assembly manufacture and embedded in global value chain comes into being. It’s a historical opportunity for develop the technology level and innovation capability of China aviation industry, the experience can also make use for reference for China commercial plane project. Thus, it’s an urgent thing for us to promote the aviation industry’s clustering developing, construct efficient aviation cluster governance mechanisms, form well relations between core corporation and other cluster body, cultivate innovational aviation industry cluster, and correspondingly develop China’s independent innovation capability and realize upgrade in global value chain catching the chance of the Airbus A320 locating in Tianjin Binhai New Area. The key for realize these goals is to construct efficient cluster governance mechanisms. How does the aviation industry cluster evolve? How to construct the efficient cluster governance mechanisms? What’s the difference of cluster governance in different stage? What’s the key factor for aviation industry cluster governance? It’s in great need to give deep research on the above problems. However, the present research on cluster governance mainly comes from network governance and value chain governance, and emphasizes particularly on common experience summarizing, lacking the detailed research on special aviation industry cluster governance and its different developing stage, yet not construct a common analyzing framework and make deep analysis on key governance factors. Obviously, such research has significant value for promoting the aviation industry cluster’s successful developing, advancing its innovation capability and realizing upgrade in global value chain. Based on the aviation industry speciality and its clustering developing practice, the paper probes into the structure characters and interlinkage property of aviation industry cluster, analyses the aviation industry cluster’s organization property; more deeply, the paper constructs a common analysis framework of aviation industry cluster governance, parses the governance root and goal, governance mainbody, governance boundary and governance mechanism; analyses the structure arrangement and key factors of aviation industry cluster; explore the governance logic and governance emphases of aviation industry cluster in different developing stage. The main innovations of the paper include three parts: Firstly, the paper presents an analysis framework of the aviation industry cluster governance. From the prospect of relational contract and organizational theory, the paper analyses the organization property of the aviation industry cluster, probes into the governance goal, governance root, governance mainbody, governance boundary, governance structure and governance mechanism, brings forward a common analysis framework of aviation industry cluster centered on core corporation and local government; secondly, the paper explores the governance logic and governance emphases of the aviation industry cluster in different developing stage. In different developing stage, the governance of aviation industry cluster has different connotation. In the forming stage, the governance goal is to congregate the factors; in the developing stage, the governance goal is to construct innovation network. Based on the analysis of aviation industry cluster’s evolving mechanism and its organizational property, the paper analyses the governance logic and governance emphases of aviation industry cluster in different stage, thus deepens the research on aviation industry cluster governance; thirdly, the paper analyses the structure arrangement and governance factors of aviation industry cluster governance. Based on the common analysis framework, the paper makes detailed analysis on aviation industry cluster’s governance goal, governance mainbody, governance boundary, governance emphases etc, explores the structure arrangement and key factors of aviation industry cluster governance, constructs aviation industry cluster’s governance factor system from the prospect of governance structure, governance mechanism and governance environment. Summarily, from the prospect of the essential property and innovation characters of the aviation industry cluster, the paper constructs the analyzing framework of aviation industry cluster, explores the governance logic and governance emphases of aviation industry cluster in different developing stage, analyses the governance experience of the successful aviation industry cluster, builds the governance factors system of aviation industry cluster, consequently provides some advice for the government establishing the cluster policy and fostering innovational aviation industry cluster. Obviously, the research has important theoretical and practical value.
