中文摘要：	随着知识经济时代的来临，创业活动对经济增长和社会发展带来的贡献日益显著，创业逐渐成为一国或地区繁荣的基础。各种数据和事实显示，创业型经济正开始在各国兴起，各国政府开始逐渐关注并重视创业活动，而创业政策也开始成为各国政府的重要政策议题之一。在国外理论研究领域，关于创业政策的理论性研究还处于萌芽阶段；在实践领域，只有少数西方发达国家有着相对较完善的创业政策体系。而在中国国内，政府对创业政策的制定和实施仍然处于摸索阶段，而相关理论研究几乎属于空白。因此，对创业政策进行较为深入研究，对理论实践领域尤其是中国实践的指导都有着重大的意义。基于此，本研究在对国外创业政策理论研究文献进行综述梳理的基础上，对中小企业政策和创业政策的主要特征进行对比分析，由此对创业政策进行了概念界定并提出了综合性定义，再结合对美国、英国、加拿大、澳大利亚、荷兰、芬兰、瑞典、爱尔兰、台湾等几个国家和地区创业政策实践的深入调研和对比分析，总结出了基于内容角度和组织结构角度的创业政策的两种不同分类，并在借鉴国外主要的创业政策研究学者Lundström and Stevenson提出的创业政策构成因素模型基础上，结合各国实践，提出了创业政策的框架结构模型。此创业政策框架结构模型包含了创业政策的四种基本类型和三种不同的组织结构方式，主要包括了六方面的内容：（1）创造企业创立的法律环境；（2）构建促进创业的文化和机制；（3）发展全民创业教育；（4）构筑扶持小企业的基础结构；（5）实施目标群体创业政策；（6）提供创业融资和贷款渠道。这六个方面都是分别基于创业政策的“机会”、“激励”和“技能”三大构成因素而衍生出的具体政策措施。最后，本研究总结出了此创业政策框架模型对于中国的借鉴和启示作用。在此，本研究希冀通过对创业政策的综合性定义及分类尤其是创业政策框架结构模型的提出，对中国创业政策研究起到一定推动作用，对中国创业政策的实践能起到一定的理论指导作用。
英文摘要：	As the coming of the era of the Knowledge Economy, the entrepreneurship activities have gradually brought prominent contribution to economy growth and society development, meanwhile entrepreneurship has become the basis for the flourish of one country or one region. A variety of data and facts showed that the entrepreneurial economy has sprung up in many countries and almost every government began to pay attention to the entrepreneurship activities. Therefore, entrepreneurship policy has been put forward to the policy agendas by the governments. In the theory research areas of foreign countries, the research of entrepreneurship policy is still in the emerging stage; whereas in the practice area, only a few developed countries had comparatively completed entrepreneurship policy systems. However, in domestic China, the implementation of the government’s entrepreneurship policy is still in the start-up phase, whenas the theory research fields in China is nearly blanked without any pioneering researches. Thus, there will be great meaning to both the theory and practice areas of entrepreneurship policy especially to Chinese practices. As to this, based on the summarizing and the review of foreign researches on entrepreneurship policy, this thesis compared and analyzed the main characteristics between small and medium enterprises policy and entrepreneurship policy, clarified the conception and put forward the general definition of entrepreneurship policy. Combined with the deeply research and analysis to the entrepreneurship policy practices of American, UK, Canada, Australia, Netherlands, Finland, Sweden, Ireland and Taiwan etc, this thesis summarized two ways of different classification of entrepreneurship policy based on the contents aspect and the structure aspect, then brought forward the framework model of the entrepreneurship policy based on the Entrepreneurship Policy Forming Factors Model of Lundström and Stevenson and the practices of some foreign countries. This framework model includes four different kinds of entrepreneurship policy and three different entrepreneurship policy structures. It consists of six aspects: (1) Create the juristic environment for start-ups; (2) Construct the culture and the mechanism for entrepreneurship promotion; (3) Develop the entrepreneurship education; (4) Build the infrastructure to support the small and medium enterprises; (5) Implement the target group entrepreneurship policy; (6) Provide entrepreneurship financing and access to loan. All of these policy measures are derived from the three forming factors of entrepreneurship policy which are opportunity, motivation and skill. At the last of this paper, it concludes the important edificatory meaning for Chinese entrepreneurship policy practices. With the definition and classification especially the framework model to entrepreneurship policy, this thesis hope to facilitate the research of entrepreneurship policy and to some extents guide the practices of entrepreneurship policy in China.
