中文摘要：	国内主要沿海港口，于20世纪80年代初相继推行港口企业劳动用工制度改革，其模式与方法多样，均取得了一定的成效，并积累了各具特色的成功经验。但随着用工制度改革的深化和港口经营管理与国际接轨，现行的港口劳务承发包市场体系还不能完全适应我国港口企业的战略目标，现有的码头用工体制和生产组织管理模式也难以满足我国港口快速发展的需要。 本文根据我国沿海港口码头生产用工的发展现状及存在的问题，借鉴国内外研究经验，提出天津港码头生产用工形式的创新模式——全过程劳务承发包，介绍了全过程劳务承发包模式，并研究了天津港如何构建港口码头生产的全过程劳务承发包模式，对于我国其他沿海港口企业积极探索建立新型用工体制下的码头生产组织形式、生产管理方式，深化港口用工制度改革具有参考和借鉴、指导意义。 本文共分7章，首先，运用经济学以及管理学的相关理论对外包及劳务外包进行解释，主要选取了交易成本理论、核心竞争力理论和价值链理论；其次，论述了港口码头生产劳务承包的形式与特征，论证劳务承发包是适用于港口码头生产的劳务用工模式；再次，介绍天津港的发展背景、码头生产过程特点及劳务承发包的发展历程，从人力资源来源及性质、交易成本理论、核心竞争力理论、价值链理论分析了天津港码头生产采用全过程劳务承发包的动因以及目前天津港劳务承发包目前存在的问题及成因，介绍了码头生产全过程劳务承发包的定义、特点、实行意义，天津港码头生产实行全过程劳务承发包需具备的条件、可能遇到的风险和今后的发展方向，构建码头生产全过程劳务承发包模式的原则及实行全过程劳务承发包的主要流程；最后，介绍了实施天津港码头生产全过程劳务承发包的对策，包括构建灵活有序的港口劳动力市场架构，培育科学合理的港口劳动力市场运行机制和如何将现有劳务承包公司改革为具有全过程劳务承包资质的劳务公司。
英文摘要：	Major domestic coastal ports, in the early 20th century, 80 have implemented the port labor employment system reform, its patterns and methods varied, have achieved some results, and has accumulated successful experience of their own characteristics. However, with the deepening of the reform of employment system and port operation and management with international standards, the existing market system of port labor outsourcing can not fully meet the strategic objectives of China's port enterprises, the existing port terminals employment system and production organization and management model can be difficult to meet our port for rapid development. Based on the development status and problems of port terminals production labor of China's coastal ports of employment, drawing on research experience at home and abroad, this article puts forward in Tianjin Port forms of innovative models of Port terminals production labor——labor outsourcing in the whole process of port terminals production and introduces the model of labor outsourcing in the whole process of port terminals production and studies how to build the model of labor outsourcing in the whole process of port terminals production in Tianjin Port. For other coastal port enterprises in China to actively explore the establishment of the patterns of the port terminals production organization and production management in the new employment system and deepen the reform of the employment system in port provides reference and guiding significance. This article consists of seven chapters. First, this article uses the relevant economics and management theory to explain outsourcing and labor outsourcing, mainly selected the transaction cost theory, theory of core competencies and value chain theory; Second, discusses the production of port terminals in the form of labor outsourcing with the characteristics and demonstrates labor outsourcing applies to port terminals production; Third, introduces the background of the development of Tianjin Port, the characteristics of the terminals production process and the development process of labor outsourcing in Tianjin Port, from the source and nature of human resources, transaction cost theory, theory of core competence, value chain theory analysis the motivation of Tianjin Port using labor outsourcing in the whole process of port terminals production and the current problems and causes of labor outsourcing exist in Tianjin Port, describes the definition, characteristics, the implementation of meaningful of labor outsourcing in the whole process of port terminals production, the condition, possible risks and the future development direction of labor outsourcing in the whole process of port terminals production in Tianjin Port, the principles and process of building the labor outsourcing in the whole process of port terminals production in Tianjin Port; Finally, the introduction to the labor outsourcing in the whole process of port terminals production strategies, including the port to build a flexible and orderly labor market structure, the nurturing of a scientific and rational labor market operation mechanism and how to reform the existing labor outsourcing company as the company which has the labor outsourcing in the whole process of port terminals production qualification.
