中文摘要：	会展旅游在我国起步较晚，但由于其丰厚的利润和强大的关联带动作用受到各方面的重视，因此发展较快。20世纪90年代以后，我国会展旅游的快速发展使国民经济结构发生了较大的变化，其本身也逐渐成为国民经济的一个重要产业。 由于会展旅游的乘数效应对第三产业的带动作用，对城市知名度的提高，以及它的巨大影响性、高利润性、强辐射性和广泛交流性等特点引起了政府部门的关注，所以各地方政府纷纷起来要求建立会展旅游名城，高度重视发展会展旅游。它们不但以巨额资金支持直接办会办展，而且纷纷设立专门的会展旅游管理机构，制定鼓励会展旅游发展的各种政策。因此政府也逐渐成为各类会展旅游的发起者、组织者和推动者，这在一定程度和阶段内确实为会展旅游的发展提供了大力的支持与帮助。 但是随着中国市场化进程的加快，以及面对加入世界贸易组织后的国际激烈竞争，会展旅游将会在很短的时间内融入到国际市场中去，按照国际上的市场运作模式进行操作。因此在这个变化过程中，政府的某些行为在某种程度上对会展旅游的市场化形成造成了一定的干预与阻碍。因此为了我国的会展旅游能够健康稳步地发展，政府应当进行准确的关系、形势、条件等方面的角色定位，以减少其直接进入会展旅游市场的盲目性。同时在会展旅游发展过程中政府也应当辨清自身的职责，为会展旅游创造良好的内外环境，发挥有效的宏观调控作用，以此来引导我国的会展旅游能够向着真正持续、快速、健康的发展方向迈进。
英文摘要：	The conference and exhibition industry started late in our country, but it got much attention and developed quickly because of its big profits and strong connection with other departments. It has made the national economy structure take place many changes, and itself also has become an important industry since 1990s. Therefore, many local governments have attached importance to it and want to build conference and exhibition cities. They not only support to make exhibitions directly with a huge sum of funds, but also establish specialized organization of conference and exhibition tourism. Meanwhile they draw up some relevant encouragement policies to some degree. Thus, the government becomes beginner, organizer, and pusher of conference tourism. And it also supplies much help to conference and exhibition tourism at some time. With the quick development of Chinese market and international fierce competition after joining the WTO, the conference and exhibition tourism have melt into the international market necessarily in very short time, and it must operate according to the international market rules. In this process, some original government measures are not suitable to current development. So this dissertation is mainly about government indeed on this background. The government should analyze new situation to make fixed position and role orientation. Thus it can reduce the blindness of interfering into conference and exhibition tourism. Meanwhile it must make clear of its responsibilities to create good macroscopic environment and make conference and exhibition tourism get steady, fast and healthy development.
