中文摘要：	本文从新的视角对我国国有旅游企业的集团化发展问题进行了研究。在研究中，主要运用了文献分析法、比较分析法、归纳法等研究方法。从对我国国有旅游企业的发展现状以及竞争环境的分析，认识到虽然我国国有旅游企业在集团化发展中还存在一些问题，但也积累了进行集团化发展的优势，更重要的是我国国有旅游企业现在正面临着集团化发展的战略机遇期。因此集团化发展不仅仅是应对竞争的需要，而是我国国有旅游企业基于长远发展的重要战略选择，同时集团化发展对我国旅游业改变行业集中度、调整优化旅游业的产业结构有着重要意义。 在多年的集团化发展中，国有旅游企业的进程缓慢，在新的机遇期，要克服制约国有旅游企业集团化发展的障碍，大力促进集团化发展。本文将我国国有旅游企业集团化发展的现状、特点以及存在的主要问题和国有旅游企业体制沿革结合在一起来研究，试图从根本上寻找制约国有旅游企业集团化发展的原因，在此基础上研究了国有旅游企业集团化发展和改制的互动关系，并依此提出了通过改制来促进集团化发展的思路。在对改制的研究中，引入了系统论的观点，对改制的观念进行创新；以及对常见的改制模式进行了分析和比较，试图寻找适合我国国有旅游企业的改制模式，在模式的选择上，引入了改制模式评价指标，并在此基础上建立了改制模式评价模型，作为国有旅游企业改制选择模式的方法。改制是一项复杂的工程，涉及的问题的很多，本文在最后提出了改制应该落实的问题和相关建议。
英文摘要：	The article studied the conglomeration of Chinese state-owned tourism enterprise from a new angle. The main research methods that were used in the study included document-analysis, compare-analysis and induction. Through the analysis of conglomerating situation and competition circumstance of China state-owned tourism enterprise, we can know though some problems exist, strength have taken shape in the state-owned tourism enterprise, and the important of all, the conglomerate strategy chance emerges. The state-owned tourism enterprise’s conglomerating plays an important role in the improving tourism industry structure. The state-owned tourism enterprise conglomerated slowly during the past more than twenty years because there were some factors stand in the way of it. The article tried to find the basic cause that hindered state-owned tourism enterprise expanding further through combining the enterprises conglomerated and the system-change of state-owned tourism enterprise. On the base of the researches, the interaction of the state-owned tourism enterprise’s expansion and the system reform is found. The best way for the state-owned tourism enterprise is that conglomerating through the enterprises system reform. The system theory is adopted during the study of enterprise system-reform. The article tried to find the reform patterns fits the state-owned tourism enterprise by comparing the different reform patterns. In order to find the right reform pattern, the system-reform pattern evaluated model is built. The state-owned enterprise system-reform is a complicated project, some advises are presented in the end of the article.
