中文摘要：	世界遗产是具有“突出意义和普遍价值”的文化和自然资源。近年来， “遗产旅游”成为世界旅游新的热点，世界遗产地发展旅游已经是不争的事实。然而，世界遗产地从旅游业中获得显著经济效益的同时，也引发遗产保护与旅游开发孰重孰轻的争论。争论到今天，国内外的专家学者对世界遗产地保护与开发关系的认识已初步达成一致：遗产保护离不开旅游开发，但必须适度，关键是要在两者间建立平衡点。 中国是一个遗产大国，截止到目前，中国已有32项世界遗产，居世界第三位，遗产事业飞速发展。但是，目前困扰世界遗产相关管理部门、影响世界遗产地可持续发展的问题很多，研究世界遗产的保护与开发问题具有前所未有的现实意义和紧迫感。 本文将人地关系理论引入到世界遗产研究当中来，探索在世界遗产地实现保护性开发的途径，是一种理论上和思维角度方面的创新。人地关系理论不仅是人文地理学的基础理论研究的中心课题，也是可持续发展的最重要的理论基础之一。本文以人地关系理论为支撑，从系统的角度出发，对目前国内世界遗产地保护与开发现状进行反思，提出世界遗产地保护性开发战略构想，并用结合人地关系协调原理探讨世界遗产地保护性开发战略的实施，最后就建立世界遗产地监控体系进行了探讨。
英文摘要：	World heritage is one kind of the cultural and natural resource of high outstanding value and universal meanings, because of which, almost all world heritage sites have always been favorable destinations by tourists all around the world. The development of tourism industry in world heritage sites brings economic thriving but at the same time causes concern about the dispute over heritage preservation and tourism exploitation in world heritage sites. To some degree, an agreement has been achieved between researchers at home and abroad, that is, exploitation and preservation can be harmonized if a delicate balance line can be worked out. China is endowed with excellent heritage resources. So far there are 32 items elected “world Heritage” in China. But there are many difficulties and challenges involved before we achieve the goal of sustainable development in heritage sites, which makes it is an urgent task for researchers to undertake serious study on the way leading to sustainable development for world heritage sites. This paper, from the perspective the theory of human-earth relationship, intends to explore the path to protectoral exploitation in heritage sites, so that sustainable development can be achieved. Altogether this paper is composed of 5 parts. The first part deals with the background analysis and the overall summery of previous research achievements. The second part lays out the base of theories by theory of human-earth relationship. The third part makes an effort to analyze the problems in the conservation and exploitation in world heritage sites in China. The forth part explores a protectoral exploitation strategy frame and tactics. The last part is the shortage of this paper, pointing to in which way this paper should improve in future.
