中文摘要：	随着知识经济的发展和信息社会的进步，我们正逐步迈入了一个以项目开发与实施为主要物质财富生产和精神财富生产以及服务提供手段的社会。建筑等行业已进入了较为成熟的项目化操作的阶段，企业也慢慢向项目型组织转型。对于建筑、软件等项目驱动型的企业而言，科学的项目管理绩效评估对于检验项目管理的成效、促进企业调整管理方法和经营活动、提高竞争力尤其具有重要的意义。 本文以构建基于平衡计分卡的项目管理绩效评估体系为核心，在大量查阅和深入研究国内外项目管理绩效评估相关文献的基础上，对常用的项目管理绩效评估方法和评估指标体系进行研究和总结，分析了这些方法的不足之处以及平衡计分卡思想的优点，提出了本课题的研究意义，并在此基础上展开本论文的研究，即基于平衡计分卡的项目管理绩效评估体系的建立与应用。目前常用的绩效评估体系往往只重视管理的结果，而忽视项目管理的过程；只重视项目对企业的短期利润，没有考虑项目对企业长期利益所带来的影响。而基于平衡计分卡的指标体系站在企业评估的立场，从财务角度、项目管理过程角度、客户角度及学习和成长角度设置评估指标体系，全面考虑了各影响因素。最后，本文以建筑工程项目为例，建立一套适合建筑企业项目管理绩效评估的指标体系，并结合层次分析法和模糊综合评价法，形成了一套完整的项目管理绩效评估方法体系。并通过一个完整的评估项目管理绩效评估算例具体化了这一过程。
英文摘要：	With the development of knowledge economy and the advancement of information society, our society is heading to the one in which the project is the prime measure taken to create evaluation and supply services. Now the architecture industry has been reaching the stage of projects building, and the architecture companies is also changing into organizations run in the form of projects. Scientific way of performance evaluation is significant for the project driven company such as architecture firm and software firm to check the effects of their project management, regulate and strengthen themselves. This thesis mainly researches the constitution of index and measures to project management evaluation based on balanced scorecard theory. On the basis of the large amounts of foreign and domestic information about evaluation of project management, this thesis analyzes the disadvantages of the traditional index set and the advantages of balanced scorecard set .Furthermore, this thesis points out the research meaning of the index set. Current index set usually attaches importance to the result index, but ignores the process index, or emphasizes too much on the index of short interest, but neglects the index of long infection. The index set based on balanced card selects indexes for the finance, the project management process, the customer and innovation and learning to evaluate the entrepreneur comprehensively. It has the advantage of integrality and applicability. This thesis set takes an architecture project as example and constructs the index set of project management evaluation. Then integrated evaluation method is designed based on the balanced scorecard index set, analytical hierarchy process method and Fuzzy Comprehensive Evaluation Method.
