中文摘要：	城市道路工程质量关系到政府的形象和城市市容市貌，与市民生活息息相关，近几年来，各地都在大力开展城市道路工程建设，城市道路工程有许多不同于公路工程的特点，这是由于城市道路范围内有各种管线和地下设施需同时施工，城市交通的需要又不允许工期过长，各种城市公用设施、交通设施与道路建设同步建设，加大了工程的复杂性。“百年大计、质量第一”。工程质量在施工中占有重要的位置，是基本建设投资效益实现的主要保证。如何做好城市道路工程质量管理工作，已逐渐成为我们的研究重点，本文主要基于以上原因，对城市道路项目的全面质量管理进行了研究。 本文主要是通过对天津城市道路施工项目以及质量管理理论的回顾，并通过对城市道路施工项目质量管理中存在问题的分析，制定相关的解决方案，保证城市道路施工项目与全面质量管理有机的结合，使全面质量管理在城市道路施工中得以更系统的应用与发展。 本文首先对城市道路施工项目质量管理现状、存在问题及影响质量因素进行了分析，还分析了城市道路施工项目质量管理的特点；然后结合城市道路影响因素多，涉及标准、规范多，管理不标准重点论述了城市道路质量管理的全面性，结合环境影响多，施工过程复杂论述了质量管理的全过程，结合城市道路参与方多论述了质量管理的全员性；最后，通过以天津金钟河大街道路拓宽工程施工过程中质量管理为例，对项目质量管理的方法、工具等进行了运用，使沥青混凝土路面的施工与全面质量管理更好的结合，有利于更好的控制城市道路施工质量，全面提高城市道路施工的质量管理水平和工程质量，使参与建设各方能更加合理地利用资源，提高质量效益。
英文摘要：	The quality of urban road construction not only related to the image of the government and townscape, but also the people’s live-hood. Therefore, urban road construction was undertaken in great efforts in other provinces over recent years. Urban road construction has many different characters than highway engineering projects. There are many reasons to cause this condition. Firstly, a variety of pipelines and underground facilities need be constructed all the time; secondly, the needs of urban transportation did not allow too long construction period. And the constructions of many urban public facilities, traffic facilities and urban road need to be constructed at a time to improve the complexity of the project. “To last for generations, call for good above everything else” .The quality of the construction project, occupies an important position in construction, is a major guarantee to realize the capital investment. How to execute well construction quality control has gradually become the focus of our research. This thesis studies he total quality management of urban road construction project. This thesis attempts to research relevant solutions to ensure the organic integration of urban road construction project and total quality management (TQM) by analyzing Tianjin road construction projects and problems and recalling of theory of TQM to advance more systematic application and development of TQM in urban road construction. Firstly, to analyze the status, problems and factors that affecting the quality of urban road construction, also analyze characterizes of project quality management in urban road construction. Then, to introduce emphatically the comprehensiveness of quality management of urban road construction in combine with many affecting factors, many standards and criterions, poor management of quality management of urban road construction; introduce quality management during the whole process in combine with many environmental influences and complex construction processes; to introduce the Quality management of all personnel in basis of many participants. Lastly, to be an example of quality management in Tianjin Jinzhonghe River Road widen project construction, by application of methods and tools of quality management , to make the better blinding between construction of asphalt concrete pavement and TQM to make for better control quality of urban road construction,to accelerate overall the quality management level and project quality of urban road construction so that all participators can make rational use of resources to improve quality and efficiency of project construction, to find best methods of TQM of urban road construction.
