| 中文摘要: | 在知识经济和信息时代的背景下,信息资源共建共享实践的发展对信息资源共建共享理论研究提供了迫切的要求。该研究旨在对信息资源共建共享的研究成果进行归纳和概括,分析相关理论研究的主要范畴,梳理研究内容的逻辑关系,形成以目标为逻辑起点的图书馆信息资源共建共享理论体系框架,并对其具体内容进行论证。和谐社会的构建为该研究提供了理论契机,实践的发展为该研究奠定了扎实的基础,数字技术和网络技术的发展为该研究提供了技术支撑,已有的研究现状对该研究提出了深层次的要求。 论文共分九章,第三章到第八章是论文的主体部分。其中第三章对图书馆信息资源共建共享理论体系进行构建,第四章至第八章则主要论述目标导向型理论体系的主要理论观点,包括概念和目标、相关理论、原则和机制、模式,以及实现共建共享目标的保障等。 该研究属理论研究,遵循演绎推理的一般逻辑对目标导向型理论体系进行构建,并采用社会网络分析方法进行表达。具体而言,主要使用文献法收集资料,使用理论分析的方法分析资料。在收集资料过程中,除了采用文献法之外,“相关理论”部分计划使用德尔菲法做专家调查,“共建共享模式”部分使用问卷法和访谈法做典型调查;在分析资料过程中,“理论体系类型”研究内容会使用比较法,“共建共享模式”特别是其中的“布局模式”、“共建模式”研究内容计划使用功能-结构分析法。研究表明,图书馆信息资源共建共享理论体系包括的具体理论内容有:信息资源共建共享的概念、历史、目标等基本问题, 信息资源共建共享的相关理论,信息资源共建共享的政策、法律,信息资源共建共享的原则、机制,信息资源共建共享的模式,信息资源共建共享的方法、技术。 图书馆信息资源共建共享是指,图书馆作为收藏和保存丰富文献信息资源、公开向公众提供信息和知识服务的社会机制,对信息资源所进行的共同选择、共同建设、共同组织、共同利用的社会活动,其目标是信息资源共享系统合力建设并自由共享完整而不重复的信息资源体系,即“完整的学科拼图”。 从理论发展来看,包括图书馆学五定律、传统文献信息资源建设理论,以及系统论、拥有与存取理论、资源配置理论成为图书馆信息资源共建共享理论的相关理论,对信息资源共建共享理论起着重要的支撑、引导或借鉴作用。 面向“完整学科拼图”目标的图书馆信息资源共建共享,应该坚持共建与共享相统一、权利与义务相统一、宏观调控与市场调节相统一的原则,坚持以政府平衡为主、社会平衡和市场平衡为辅的动力机制,并坚持以科学的评估方法保证上述机制的实现。 面向“完整学科拼图”目标的图书馆信息资源共建共享所应采取的管理模式是:在国务院下设一个全国信息资源建设委员会(或全国图书情报工作委员会),直接负责各系统。各行业的信息资源共建共享工作。所应采取的布局与共建模式应该是一个三级信息资源保障与服务体系,即在在全国建立几个一级信息资源单位,按照学科构成来分工建设信息资源,目标是保证各学科的一次信息资源达到完整级、数字化。同时,在全国范围内以课题招标的形式建立若干二级信息资源单位,主要任务是建设二次、三次信息资源,开发各种专题数据库。而其余众多的三级信息资源单位将不再承担信息资源的建设任务。其服务模式即共享模式应该是:一级单位和二级单位主要承担信息资源共建任务,而三级单位的信息服务将主要集中于检索服务、专题服务、推送服务等更深层次的服务形式,同时要负责收集用户的信息需求,反馈给一、二级单位以促进信息资源建设的质量。 为实现“完整学科拼图”的共建共享目标,要求深入分析图书馆信息资源共建共享的宏观环境和影响因素,加大共建共享的人文保障、法律与制度保障、技术保障。 论文的研究创新体现在以下三个方面:第一,构建了图书馆信息资源共建共享理论体系;第二,提出了图书馆信息资源共建共享的“完整学科拼图”目标;第三,确定了目标导向型图书馆信息资源共建共享理论体系的主要内容。 | |
| 英文摘要: | In the context of Knowledge Economy and information age, the development of the joint construction and sharing of information resource practice demands urgent requirements to its theory research. This research aims to summarize and induce the study findings of the joint construction and sharing of information resource, analyzing the major category of the related theoretical research, carding the logic relations of the contents, in order to build the joint construction and sharing of information resource theoretical framework whose logical starting point is the target, and demonstrate its specific content. The construction of the harmonious society provides the theoretical opportunity for this research; the development of the practice lays the solid foundation; the growing up of the digital and network technology offers the technical support, furthermore, the existing research situation puts forward deep-seated requirements to this study. This dessertation is divided into nine chapters, and the parts that from the third to eighth chapter are the core content of the article. The third chapter creates the theoretical system of the joint construction and sharing of library information resource. The chapters from the fourth to eighth discuss the views of the goal-oriented theoretical system, including concepts, goals, relative theories, principles, mechanisms, models, and indemnification of the goal for the joint construction and sharing of information resource, etc. This research is a theoretical study, which follows the general logic of deductive reasoning to build the goal-oriented theoretical system, using social network analyzing methods to express. Specifically, it mainly uses the literature method to collect the dates, and uses the theoretical analyzing method to analyze the materials. In the information-gathering process, besides the literature method, the research plans to use the Delphi method to do the expert investigation in the "relevant theory" part; use questionnaire and interviewing methods in the section of "Joint Construction and Sharing Mode" to do the typical investigation. In the information-analyzing process, the study of the "theoretical system type" will use the comparison method, while the study contents of "Joint Construction and Sharing Mode", especially its "Layout Mode", and "Joint Construction Mode" plans to use the function - structural analysis. Studies have shown that the joint construction and sharing theory system of library information resource includes the following detailed theoretical contents: the concept, history, goals and other basic issues of the joint construction and sharing of library information resources, its relevant theories, policy, law, principles, mechanisms, model, as well as methods, technology. The joint construction and sharing of library information resource refers to the social institution to collect and preserve the rich document information content, provide information and knowledge service to the public openly, and the social activities of choosing, building, organizing, and benefiting together to the information resources. Its target is that the information resources sharing system can build up resultantly and share the information resources system freely that is complete without replication, namely, “complete discipline puzzle”. From the perspective of the theoretical development, the traditional document information content building theory that includes the Five Laws of Library Science, systems theory, ownership and access theory, and resource allocation theory become the relevant theories to the joint construction and sharing of library information resource, which plays an important role of support, guidance and reference. The joint construction and sharing of library information resource holding the target of “complete discipline puzzle”, should adhere to the principles of the unity of joint construction and sharing, rights and obligations, macro-control and market regulation as well, and adhere to the dynamic mechanism that is considered government balance as primary subject, and social and market equilibrium as the secondary part, and adhere to regarding the scientific evaluation method as its achieving security. The joint construction and sharing of library information resource holding the target of “complete discipline puzzle” should take the management model like that: the State Department consists of a National Information Resource Development Committee (or the National Library and Information Service Committee). It takes the responsibility of the joint construction and sharing of the information resources for various systems and industries directly. The layout and joint construction mode should be taken to build a three-level information resources guarantee and service system, that is to establish several first-level information resource units throughout the country, in accordance with the discipline composition to build information resources respectively, whose goal is to ensure the information resource on various subjects reach the completion and digitization. At the same time, we should build a number of second-level information resource units in the form of issue tender on a national scale, mainly in order to construct the twice and triple information resources, developing kinds of thematic data base. While the other remaining three-level information resource units will no longer bear the task of information resources building. Its service mode (the sharing mode) should be: first-level and second-level units is mainly responsible for the joint construction of information resources, and the information services of three-level units will be mainly focused on searching service, special service, push service and the other deep-seated service forms. In the meanwhile, it should be in charge of collecting the user's information needs, feeding back to first-level and second-level units in order to promote the quality of the information resource construction. For achieving the goal of “complete discipline puzzle”, it needs analyzing macro environment and factors of the joint construction and sharing of library information resource, improving the indemnification of Humanities, law and technology for the joint construction and sharing of information resource. The innovation of this thesis research is shown in the following three aspects: firstly, creating the theoretical system of the joint construction and sharing of library information resource for the first time; secondly, establishing the goal of complete discipline puzzle for the joint construction and sharing of library information resource; finally, confirming the core contents of the goal-oriented theoretical system of the joint construction and sharing of library information resource | |
