| 中文摘要: | 随着社会经济的发展,越来越多的经济活动以项目的形式体现出来,项目管理的重要性和普遍性也随之凸显。而作为项目管理的重要环节, 项目采购管理也已经成为项目开发战略的重要组成部分。随着项目非核心业务的外包,项目收益的50%则用来购买原材料和服务,对于加工装配型项目来说,这个数字则高达80%。值得我们注意的是,产品成本的60%~70%在产品开发阶段已经确定,所以采购管理在新产品开发项目的早期介入是非常有必要的,也是具有重要意义的。 本文通过对相关理论的综述,结合SEMC公司手机新产品开发项目的实例,阐述了其项目采购管理的现状,运用集成供应链理论,分析了采购管理在供应链中的重要作用,提出了供应链环境下的项目采购管理体系存在的问题。根据以上理论与实证分析,本文对SEMC公司手机新产品开发项目的采购管理提出了相关的改进策略:运用项目管理的理念,采取供应链的方式,对新产品开发项目现有的分散采购管理模式进行优化改进。 即成立项目集中采购小组CPL(Centralized Procurement& Logistic),改进单纯的供应链外包的管理模式,在供应商和EMS之间加入项目集中采购小组CPL,供应商和EMS不再直接联系,而是要通过SEMC新产品项目开发项目集中采购,项目采购汇总项目订单需求向供应商采买原材料,EMS再向CPL采购进行生产。 本文的创新之处在于对供应链管理下的项目采购分散外包策略进行了改进,通过这些应对和改进实施,构建现代化的项目采购管理理体系,加强项目对采购管理的控制,从而达到项目成本最低化与质量最优化的结合,使项目更好的实施。 | |
| 英文摘要: | Along with economy development, more and more economic actives become project model, which indicate universality and importance of project management. As the important part of project management,project purchasing management become one important index to decide project development strategic. Along with non-cored operation outsourcing, 50% profit from project is used to purchasing material and service, this figure is higher to 80% in manufacturing project. We can find out 60%~70% cost have been fixed in new product development period. So, it is necessary and importance to involve project purchasing management in earlier new product development period. Through discussing theory of supply chain management and outsourcing, take SEMC new mobile product development project purchasing management for example, this paper indicate current status of this project purchasing management and analysis problem exist. From the analysis, we can find the importance of project purchasing management in supply chain. This paper presents the improvement and optimization method to project purchasing strategic. As the solution, CPL(Centralized Procurement& Logistic), the project purchasing team, is planned to setup. The improved project purchasing model is instead of EMS purchasing from supplier directly, taking CPL to do procurement by purchasing from supplier and selling to EMS to manufacture. So, the purchasing management of supply chain is under project control. This paper creatively improved project purchasing management strategic in supply chain management. With solution implement, one scientific and modern project purchasing management system have been built successfully. By strengthen project purchasing management, combination of cost minimum and quality maximum can be realized. So, the whole project implement would become more smoothly | |
