中文摘要：	本文论述的项目管理的视角从单一项目转移到了整个企业层面，从关注于单个项目的目标、计划、控制和集成管理，逐步转向关注企业项目管理的原理和方法。这种项目管理理论和方法的转变是一次现代项目管理理论和实践的变革，真正意义上实现了现代项目管理从面向一般性具体任务的管理方法和工具逐渐转变成了一种面向整个企业运作管理的新模式。项目导向型组织和社会与组织项目管理能力和成熟度模型等方面的研究和探索逐步成为研究的热点。 进入21世纪，随着信息技术长足的发展，越来越多项目管理者发现，无论是经典的项目管理技术还是新兴的管理模式往往需要借助于信息技术才能充分发挥作用。企业面临着应对全球化和应用更加复杂的信息技术的压力和挑战，这些内、外部环境的变迁使得企业更加重视能够跨越传统组织边界进行知识整合的创新活动，以达到提升企业竞争力的目的。 伴随企业核心利润源和核心竞争力更趋于无形化、信息化及知识化，企业经营和管理越来越依赖无形的知识资产，并将其做为降低企业各种风险的手段与方法，因而对企业无形的知识资产的管理成为企业管理体系极重要的管理目标。借助信息技术，构建企业知识库，正在成为企业关注的热点。 火电施工企业是典型的项目导向型企业，火电项目是工艺复杂、技术含量高、实施周期长、消耗资源较多、项目间相似性强、管理较为规范的常规大型项目。火电施工企业目前当大都同时实施若干个火电项目，项目间存在高度相似性，这为构建组织级项目管理知识库提供了良好条件，同时构建组织级项目管理知识库也是提高火电施工企业项目管理能力和项目管理效率的有效方式。 本文基于项目管理和知识管理理论，结合本人多年的实践经验，论述了组织级项目管理知识库，同时为火电施工企业构建了组织级项目管理知识库提供了可具参考价值的概念模型和初步内容。并且以天津电力建设公司为论述实例，讨论了它“项目精益化”和“项目异地复制”的项目管理理念，并展示了天津电力建设公司的管理信息系统，突出讲述了有关项目管理知识库的内容。
英文摘要：	The project management of the content discussed in this thesis is not intended for one project, but rather more projects. This thesis is from concerning the target, plan, control and integration management of single project to concerning the principle and method of enterprise project management. This is one of the most important varieties of modern project management research and development in recent years. Change of theory and method marked a revolution of modern project management theory and practice in the true sense of the modern project management. It is a new model that project management is changing from a single project to entire enterprise-oriented multi-project. At the same time, the research and exploration of project-oriented enterprise and organizational project management capability and maturity models has gradually become a focus. Meanwhile, with the rapid development of information technology, more and more project managers found that: For both the classic project management techniques and the modern project management, it is often necessary to get help from information technology in order to give full play. The informatization of project management almost have to be taken into account from manage to practice. Into the 21st century, enterprises are facing pressures and challenges on ever more complex response to globalization and application of information technology, these internal and external changes in the environment makes the company pay more attention to be able to cut across traditional organizational boundaries of knowledge integration of innovative activities in order to achieve that corporate competitive purposes. As the enterprise's core profit source and core competitiveness tends to intangible, informatization and intellective, business and management are increasingly dependent on intangible knowledge assets that are means and methods to reduce business risks, and enterprise intangible assets has become a major enterprise management system and management objectives. To build enterprise knowledge base by the use of information technology, it are becoming concerned about the hot spots. The thermal power construction companies are typical project-oriented businesses. Implementing a power station projects is a conventional large-scale projects with complex process, high technological content, implementation cycle is long, consume more resources, strong similarities between projects and standardized management. For one thermal power construction enterprise, there are some thermal power projects that are more similar. It will be for the construction of organizational project management knowledge base provides a good condition, while organizational project management knowledge base is also to improve thermal power construction enterprise project management capabilities and project management efficient and effective manner. Based on project management and knowledge management theory, combined with my practical experience, this thesis discusses the organizational project management knowledge base. While this thesis can provide a reference value of the conceptual model and preliminary content on building the organizational project management knowledge base for thermal power construction companies. And with Tianjin Electric Power Construction Corporation as a sample the thesis discusses “Project Lean” and “project offsite replication”, and shows its management information system, Highlights on the project management knowledge base about the content.
