中文摘要：	经济全球化迅速发展是20世纪90年代以来世界经济发展的重要特征和发展趋势，它在改变企业生存与发展环境的同时，也促进着企业经营活动的国际化。随着中国加入 WTO、企业海外经营权的进一步放开，越来越多的中小企业选择走向国际市场，他们在抓住机遇发展的同时，却不可避免的面临着越来越大的国际风险。然而我国中小企业实力较弱，国际化经验欠缺，企业的风险意识普遍不够，在这种环境下，讨论企业特别是中小企业的国际风险管理就显得尤为重要。 本文整理国内外学者关于中小企业国际化的理论贡献，对中小企业、企业国际化内涵进行合理界定，总结企业国际化的渐进理论模型、法默—里奇曼理论、中小企业比较优势理论以及Miller的一体化风险管理（IRM）模型，作为本文的理论依据。从中小企业自身的特点出发，结合国际化经营的渐进理论分析中国中小企业国际化进程、比较优势及其国际化问题。基于Miller的一体化风险管理模型，从宏观、行业、微观三个角度对企业所面临的国际风险进行分类识别，根据法默—里奇曼模型关于国际化环境对于企业绩效的影响理论，从东道国、母国以及企业内部环境分析风险的来源，并对企业海外经营风险的表现形式进行分析，在对中小企业国际化关键风险进行识别的基础上，探索基于中国中小企业比较优势的风险防范措施，构建有助于增加中国中小企业国际竞争力的，基于风险识别的风险防范控制体系。对于我国中小企业的国际风险管理与防范有着极大的借鉴意义。最后，文章以浙江温州中小企业国际化案例研究为基础，分析了中国中小企业国际化历程、风险及其风险管理策略。 中小企业可以借鉴并灵活地使用本文中的管理方法与风险防范措施，来达到有效防范控制企业国际风险的目的。同时，中小企业自身不但应该建立一整套国际风险管理体系，而且还应该树立具有风险文化的经营理念，在风险和收益之间求得平衡，以便不断提高企业的国际风险管理水平。
英文摘要：	Economic globalization is an important characteristics and ongoing trend in the development of world economy since the 1990s. It not only brings about dramatic changes in environment of corporate growth but also facilitates the internationalization of corporate operation. With China’s entry into WTO and relaxing of over seas operation management power，more and more small and medium-sized enterprises (SME) will enter into international market. On one hand，they are catching the golden opportunities to develop themselves，on the other hand，they are inevitably barging up against much more serious international risks. The strength of the small and medium-sized enterprises(SME) in our country is relatively weak，and the internationalization experience is poor, and the risk mind of these enterprises is basically in low level. Under this circumstance, it is very important for SME to improve their international risks management. The article searches the theory of SME internationalization both domestic and foreign, definitely presents the theory of SME internationalization. Summarizes the mechanism of internationalization, Farmer•Richman model, SME comparative advantages theory, and Miller’s Integrated Risk Management (IRM) framework, which is the theoretic base. Starting from the intrinsic attributes of SME, the article analyzes the international course of SME, its comparative advantages, and the problem they faced. Based on Miller’s integrated risk management (IRM) framework, the article analyzes the management level of Chinese SME, primarily from macroscopic, industry and microcosmic point of view; classify the international risks of SME. According to the theory of the effect of international environment to the enterprise’s performance from Farmer• Richman model, from a point of view of the host country, the home country and the environment within enterprise, analyzes the source of risk, and its behavior. Based on the small and medium-sized enterprises risk evaluation, explores the international risk prevention mechanism for the enterprises. Then finds out the countermeasures based on the comparative advantages of Chinese SME, and will talks about the systematic construction of international risks management which helps to enhance the international competition of our SME. All measures will have great value for reference to management and being guard against international risks. Finally, the article demonstrates the international course， the international risk of Chinese SME and their risk management, based on the case of SME in Wenzhou. Small and medium-sized enterprises (SME) can flexible use these methods in order to effectively manage the international risks. At the same time, small and medium-sized enterprises themselves should not only set up systematic construction of international risks management, but also erect their own management ideas with risks culture. Furthermore, small and medium-sized enterprises ought to trade off risks and benefits in order to improve enterprise management level of international risks.
