中文摘要：	文件中心是一种管理半现行文件的管理机构，于20世纪40年代首先出现于美国。后来由于具有经济、高效的特点，世界上建立文件中心或类似机构的国家越来越多。从上世纪70年代开始，文件中心这一组织形式受到我国档案界日益广泛的关注和重视，围绕文件中心本土化的相关理论研究和实践探索方兴未艾。目前，我国已经陆续建立起一些具体名称和模式不尽相同的具有一定文件中心性质的组织，但是在文件中心本土化的许多重大问题上，并没有达成应有的共识，存在着大量值得研究的课题。 本文除引言和结语外，正文分为五章。第一章是国内外政府文件中心扼要回顾与考察。国外的情况主要是考察美国文件中心产生的背景、类型、现状等；我国文件中心的情况则介绍了我国第一个文件中心——甘肃省永靖县文件中心、目前发展较好的深圳市文件中心、以及笔者亲自参观考察的天津市塘沽区文件中心和北辰区文件中心。第二章则全面分析了我国建立文件中心的必要性和可行性。第三章分析比较了联合档案室、档案寄存中心、现行文件阅览中心这三种机构与文件中心的联系与区别，从而更加明确文件中心的特点，使文件中心的建立朝正确方向发展。第四章着重阐述文件中心的职能，涉及政府文件中心的服务对象、接收文件的范围、文件中心的实体管理职能、信息开发利用职能以及一些特殊职能等。第五章是对我国政府文件中心运行机制和管理体制的研究，包括三个部分：一是对文件中心运行机制的分析以及对如何建立高效运行机制的阐释，这部分内容笔者创新性地在档案领域引入了“客户服务”的理念；二是文件中心的管理体制，具体笔者会从文件中心的布局设置、制度体系以及与相关组织的职权关系等方面分析。尤其是在布局设置这一部分，笔者参考档案事业管理体制的模式图，勾划出在我国建立文件中心的布局设想。三是我国政府文件中心的模式构想，包括包含现行文件利用职能的政府文件中心、典型的半现行文件保管机构、过渡性部门档案馆及政府人事文件中心。第六章也是最后一章是对全文的总结及未来的展望。
英文摘要：	Records center is a kind of transitional organization which is between its original unit and archives,its task is managementing semi-current records.As it was first fount after the second world war,records center had been very popular in all of USA because of its economical and efficient,From then on many countries began to build their own records center. Since 1970,scholars of archives in our country put more and more attention to records center,relative theoretics research and practice explore is in the ascendant. Presently,we have already found some organizations with different names and different modes,but they have some characters which are similar with records center.Many important questions about making records center native haven’t got the same idea,there still have a lot of problems to be researched.In this paper I will demonstrate the feasibility and necessity of founding records center in China and research into its function, running-mechanism,management-mechanism and so on,at the last,I will summarize modes for founding records centers. The main part of this paper has been cutting into five parts.The first part will introduce situation in America and China,by comparing the different situation between them two counteies,we can find the way to found records center in our country.The second part will analyse the feasibility and necessity,from this can summarize the principle to guide the foundation of records center.The third part will compare unit archives,archives warehouse center and current records reading center with records center,so we can more definitely know about the trait of records center.The fourth part will expatiate its function,it will refer its service objects,the scope of its take-over and so on.The fifth part will research its running-mechanism,management-mechanism.The last part is a conclution.
