中文摘要：	在日益激烈的国际竞争中，及时、准确地获得国家竞争情报的支持是提高国家战略决策准确性、提升国家竞争力和国家竞争优势的关键性因素。本文提出了“国家竞争情报”的概念，研究了其所涉及的各竞争实体和竞争领域，根据他们之间的关系建立了“国家竞争情报体系”模型，并从横向和纵向两个方面阐述了如何实现国家竞争情报体系模型.从而为我国国家竞争情报体系的建立提供了理论依据的可能性。 本文就国家竞争情报的必要性、意义等进行论述，阐述了国家竞争情报及其体系的概念，特点等。国家竞争情报体系模型是本文最主要的研究成果，此模型是以我国原有的情报体系为基础的，这样既便于国家竞争情报体系的实际建立，也比较节省资源。此外，还研究了国家竞争情报体系所涉及的关键因素及具体运行机制等内容。希望能为我国国家竞争情报的发展略尽绵薄之力。 本文主要利用文献调查法和综合分析法，即在搜集研究大量的文献资料的基础上，通过综合分析美国和日本的国家竞争情报体系及其活动，在我国原有的情报体系上构造了国家竞争情报体系模型。本文属探索性研究，受时间和资源所限还不太成熟，有待进一步深化和具体，以期能更好地对国家竞争实践提供些许理论依据。
英文摘要：	In the more and more fierce international competition，obtaining the support of the National Competitive Intelligence(NCI) in time is the key factor which improve the national strategic policy accurate and promote national competitiveness and the national competitive advantage。The paper put forward the concept of “National Competitive Intelligence”，and study the competitive entity and the competitive field which NCI involves，according to the relation between them，and set up the model of “National Competitive Intelligence System”，and explain how to realize the model from the horizontal and longitudinal respects。Thus offer the possibility for setting up the National Competitive Intelligence System of our country。 The paper describes the necessity and the meaning of the National Competitive Intelligence，etc.，and put forward the concept and characteristic，etc. of the National Competitive Intelligence and the National Competitive Intelligence System。 The model of National Competitive Intelligence System is the main research result of the paper，this model is based on our country's information system which have exist。In addition，the paper also study the key factor and concrete movement mechanism which the National Competitive Intelligence System involves in。 The paper mainly use the method of the literature investigation and the synthesis analytic，namely in the foundation of collecting and researching the massive literature material ，set up the model of National Competitive Intelligence System through generalizedly analysising US and Japan’s National Competitive Intelligence System and activity。It is exploratory in nature，immature due to the restriction of time and resources，there is still things to do to make it more deep，so as to be of more reference value for the practice in national competition。
