中文摘要：	摘要 在现代生产运营管理中有一个特殊方面的管理就是生产安全管理，它在现代生产管理中的比重越来越重要。在以人为本的社会里，关注人本身的安全和健康越来越被社会所认可。拥有一套有效地安全管理方法是现代企业所追求的目标之一。随着机械本质原因失效比例的下降，人的因素便成为诱发现代工业事故的最主要原因之一，所以在生产安全管理中如何防治由于人为失误所引发的安全事故也是我们值得研究的课题。 随着我们国家改革开放，中国的经济有了很大的提高，尤其是制造性企业更是如雨后春笋般不断的成长壮大，中国成为了名副其实的世界最大的“生产工厂”。但是，由于安全管理能力跟不上规模的扩大，出现了很多由于管理上的失误而造成的安全事故，特别是由于人为失误引起的安全事故更是数不胜数。这些生产安全事故不但损害了企业员工的自身安全，也给企业带来了严重的经济损失。虽然近年来国家为了防治生产安全事故陆续出台了多部有关生产安全的法律法规，但生产安全事故还是时有发生。究其根本原因，还是企业没有找到适合自己企业的有效的生产安全方法。如何选择适合自己企业的安全管理方式，如何有效地防治由于人为失误而造成的安全事故是每一家生产型企业急需解决的一个问题。 栢科（天津）硅化物技术有限公司是一家美国在华投资的以生产硅酸盐为主的化工型企业，该公司同样有着人为失误造成的生产安全事故的问题。为了能够帮助该公司有效的防治人为失误，本文通过研究大量的中外关于安全管理中的防治人为失误的文献资料并结合栢科（天津）硅化物技术有限公司的安全管理的现有特点，对该公司人为失误情况进行具体的研究，分析了造成人为失误的原因，并结合相关的霍金斯SHEL理论，全面的提出适合该公司安全管理工作中防治人为失误的优化方案。
英文摘要：	Abstract There is a special management in modern operation management. It is safety management. The safety management is important part of the operation management. In a people-oriented society, concerned about the safety and health, are increasingly recognized by society. Having an effective safety management is one of the enterprise pursuit aims. The proportion of machine failure cause leading to accidents declines and the human error is becoming main cause. Preventing human error to reduce production safety accidents is worthy of being studied. As our country’s reform and opening up, China’s economy has greatly improved, particularly in the manufacturing enterprise is constantly sprang up like mushrooms to grow and prosper, China has become a veritable world’s largest “production workshop”. However, because of the safety management capabilities can not keep up the expansion of the scale, there has been a lot of security incidents caused by error management, especially caused by human error. These production safety accidents not only caused employee injury, but also caused much economic loss of the company. Recent years our country has promulgated many relevant laws, but much production safety accidents also occur. Study its root reason, we can found the manufactory doesn’t have an effective safety management method. How to find an effective safety management method and how to prevent the human error to reduce production safety accidents are needed to resolve for every manufactory. PQ (Tianjin) Silicates Technology Limited Company is an American company in China. It is chemical company and mainly produces Silicates. It also has seriously production safety accident caused by the human error problem. For helping the company to prevent the human error to reduce accidents, many literatures about human error and the company’s human error problem were studied in the thesis. The human error causal factors in PQ (Tianjin) were analyzed. Finally, the optimized preventing human error proposal was found through applying the SHEL theory.
