中文摘要:随着人类社会向知识经济的全面转型,创新日益成为促进经济增长和提高科技竞争力的关键。尽管我国企业的创新绩效已取得了较大的进展,但在企业创新活动的组织管理上仍有待改进,现代项目管理理论在创新管理中的应用为改善企业创新活动的组织管理水平提供了思路。本文的研究正是在这样的背景下展开的。 很多创新活动没有达到预期效果的原因是企业组织管理模式不适应创新活动管理的要求,因此从企业组织层面建立适宜创新的、行之有效的创新活动的组织管理模式是非常有必要的。如何建立适合创新的企业组织管理模式,首先要清楚企业组织管理存在哪些不适应创新活动要求的地方,这就需要对企业创新活动的组织管理状况进行评价。目前有关企业创新活动组织管理的评价研究相对较少,我国现有的企业创新的组织评价模型在评价体系的理论基础、指标体系、评价方法和评价结果应用上还存在不足之处,有待改进。因此本文以现代项目管理理论和创新管理理论为基础,对面向创新的项目导向型企业评价进行了系统的研究。 本文运用比较分析方法、文献研究法、逻辑推理法、专家评议法和案例研究法等多种方法进行研究。在构建研究框架时应用了比较分析方法和文献研究方法;在构建评价理论模型和评价指标体系时使用了理论推演方法;在检验评价指标体系时采用了专家评议法;运用案例研究方法对本文研究成果的应用进行了实证研究。这些研究方法的综合应用保证了研究的质量。 本研究的结论包括四个方面:首先,面向创新的项目导向型企业具有持续创新和项目导向的基本特征,是适于创新的企业组织管理模式。面向创新的项目导向型企业评价应以其组织模型为理论基础。其次,面向创新的项目导向型企业评价指标体系框架以其组织模型为基础,涵盖了企业创新活动组织管理的主要要素。第三,面向创新的项目导向型企业评价采用蛛网模型评价方法。该方法综合定性与定量方法,能够直观的反映企业创新活动组织管理各方面的情况,便于企业通过评价发现改进的机会,充分发挥评价的作用。第四,面向创新的项目导向型企业评价结果的应用方法是建设项目导向型企业,提升企业创新能力的方法和途径。面向创新的项目导向型企业的建设以评价结果为基础,通过对评价结果的分析确定改进路径和方法。 本论文的主要创新点体现在以下四个方面: 首先,建立了面向创新的项目导向型企业评价的理论模型。 本文通过对项目导向型企业相关研究的深入分析,认为项目导向型企业是适于创新的组织模式,并在此基础上分析了面向创新的项目导向型企业的内涵和特征,建立了评价的理论模型,该模型由战略管理、组织文化、管理机制、组织体制和创新管理能力五个要素构成。该模型的建立丰富了企业创新活动组织评价的理论基础。 其次,构建了面向创新的项目导向型企业评价指标体系。 以面向创新的项目导向型企业组织模型为理论基础,结合企业创新活动组织管理的影响因素,构建了评价的指标体系。该指标体系由五个一级指标,十六个二级指标构成,涵盖了企业创新活动组织管理的关键要素,较好的反映企业创新活动组织管理的状况。 第三、设计了面向创新的项目导向型企业的评价方法。 本论文设计的面向创新的项目导向型企业评价的蛛网模型方法直观地反映了企业创新活动组织管理的状况,更具操作性;提出了评价结果分析的逆向层次分析法,对企业创新活动组织管理中存在的问题进行分析,丰富了现有研究领域的研究成果。 第四,研究了面向创新的项目导向型企业评价结果的应用方法。 本论文研究了面向创新的项目导向型企业评价结果的应用方法,完善了企业组织和创新管理评价体系的研究。该应用方法包括面向创新的项目导向型企业单要素的建设方法和集成建设方法,为企业提升企业创新能力奠定了理论基础,完善了企业创新活动组织评价的理论体系。 综上所述,本论文对企业创新活动的组织评价进行了具有一定开创性的研究,通过研究建立了系统的面向创新的项目导向型企业评价模型。 
英文摘要:The knowledge-based economy is coming and innovation is the key of the promotion of economic development and the science competitiveness. Even though the innovative capability of Chinese enterprises has been made more progress, but there are still room for improvement in the enterprise organization and management of innovation. The applications of modern project management theory have provided ideas to improve the organization and management of enterprise innovative activity. Most innovative activity didn’t reach the expected purpose. The reason is that the enterprise organization mode is not fit with the innovative activity. It is necessary for the company to building a mode fitting with the innovative activity. To do this, the first thing is to clarify the problems in organizing and managing innovative activity. So the assessment of the enterprise organization and management of innovation is needed. Now some research about this area has been carried out, but there are insufficient in the theory of assessment system, assessment indicator system, assessment measure, and application of the assessment result. So, on the basis of modern project management theory and project-oriented company theory, this dissertation discusses the system of assessment about project- oriented company for innovation. Many kinds of research methods including literature analysis, comparative study, theoretical deduction, expert evalution and case study have been employed. The literature analysis method and theoretical deduction method are used to confirm research framework; the theoretical deduction method is used to structure the assessment theoretical mode and indicator system; the expert evalution method is used to test the assessment indicator system; the case study method is used to test the conclusion in this dissertation. These methods ensure the quality of this research. The conclusion of this dissertation is as follows: First, the project-oriented company for innovation is suitable for innovative activity. Its characteristic is continued innovation and project-oriented. The assessment of this kind of company should be based on its organization mode. Second, the frame of the assessment indicator system for the company should include the major factor of enterprise organization and management. Third, the assessment measure method is cobweb model method. The cobweb model reflects the company state of organizing and managing innovation activity visually. It is also facility to find the opportunity to improve enterprise organization and management. Forth, the application of the assessment result is to construct project-oriented company. So, the application method is the construction method. How to construct a project-oriented company is made on the basis of the analysis of the assessment result. The main innovation points are as follows: First, bring forward the assessment theoretical mode of project-oriented company for innovation. By analyzing the research about project-oriented company, this dissertation put forwards that the project-oriented company is the optimal mode for innovation. Based on this conclusion, the meaning and characteristic of the project-oriented company for innovation was analyzed and the assessment theoretical mode was constructed. The mode includes five major factors: stratagem management, organization culture, management mechanism, organizational system and innovation management capability. Second, construct the assessment indicator system of project-oriented company for innovation. Based on the assessment theoretical mode and the influence factors of innovation management, the assessment indicator system was structured. There are five indicators in the first rank and sixteen indicators in the second rank. The state of enterprise innovation organization and management was well expressed in the indicator system. Third, design the assessment measure of project-oriented company for innovation. The assessment measure of the cobweb mode reflects the company organization and management of innovation activity visually and is easy to be employed. The method of assessment result analysis(converse Analytical Hierarchy Process)is used to analyze the problems in organizing and managing the innovation activity. Fourth, put forward the application method of the assessment result about project-oriented company for innovation. The application method includes the constructed method of single factor and integrated method of all factors. The methods enrich the research about innovation organization and management assessment and is helpful for improve organization innovation capability.
