中文摘要：	在国家积极发展核电政策背景下，更多电力建设企业进入核电建设领域，面临国内制造企业（特别是中、小企业）质量保证能力现状，电力建设企业要改进其采购质量保证模式，确保国产化采购质量。通过提升国内中、小企业的质量保证管理能力，将进一步提高核电国产化比例，进而促进核电产业的良性发展。 本文以研究电力建设企业在核电项目中国产化采购质量保证为对象，运用项目管理理论与质量保证理论相结合方法、系统分析方法、理论与实证相结合方法、比较与借鉴方法、案例分析法，结合国产化采购面临的实际情况，进行了电力建设企业在核电项目中国产化采购质量保证分析和研究。 全文共分六部分。第一部分是论文的绪论，介绍论文研究背景，分析本论文研究的目的及实践意义，并简要说明了论文主要内容及结构。第二部分是论文的基础理论部分，重点介绍质量保证相关理论研究和国内、外采购质量保证管理借鉴。第三部分主要论述核电建设项目中国产化采购质量保证条件，国家积极推行采购质量保证，企业积极进行质保分级管理，为国产化采购质量保证构建良好的内外部条件。第四部分主要论述核电建设项目国产化采购质量保证措施，从各方面采取具体措施保证国产化采购质量。第五部分主要论述核电建设项目中国产化质量保证的持续改进机制，通过质量保证监查和质量保证趋势分析，不断提升国产化采购质量保证水平。第六部分是案例分析，作者结合天津电建在核电建设项目中运用国产化采购质量保证模式的实际案例进行了分析，进一步论证了电力建设企业在核电项目中实施国产化采购质量保证的意义。最后，给出结论和进一步研究的建议，指出本文研究的不足之处，并提出进一步研究的内容与方向。
英文摘要：	More and more electrical power construction companies start to develop their business into the nuclear power plant construction area thanks to the national policy supporting the development of nuclear power plant. Considering the current quality assurance capability of Chinese nuclear equipment manufacturing companies (especially the medium and small sized enterprises), the electrical power construction companies need to improve their procurement quality assurance management mode and ensure the procurement quality of nuclear power plant equipment made in China. By strengthening the quality assurance management capability of those medium and small size companies, we can improve the proportion of China-made nuclear power plant equipment and spur the development of nuclear power plant industry. Taking the quality assurance of purchase for China-made nuclear power plant equipment as an object, this paper analyzes and studies ways to ensure the procurement quality of home-made nuclear power plant equipment for electrical construction companies by combining such theories and methods as project management theory, quality assurance theory, case analysis method, comparison and reference method and system analysis method with quality assurance practice of home-made nuclear power plant equipment. This paper consists of 6 parts. The first part is an introduction to the study background of the paper which analyzes the objective and significance of this study and introduces the contents and structure of this paper. The second part of this paper expounds the basic theories and highlights relevant theoretical studies concerning quality assurance and procurement quality assurance management experience drawn both home and abroad. The third discusses some of the major localization of nuclear power construction projects in terms of the procurement of quality assurance, the state actively promote the procurement of quality assurance, the enterprises to actively carry out quality assurance management at different levels for the localization of the procurement of quality assurance to build a good internal and external conditions. The fourth discusses some of the major localization of nuclear power construction project procurement quality assurance measures, all aspects to take concrete measures to ensure the quality of localization of the procurement. The fifth discusses some of the major localization of nuclear power construction projects in the continuous improvement of quality assurance mechanisms, quality assurance audits and quality assurance, trend analysis, and constantly enhance the level of localization of the procurement quality assurance. The sixth part of this paper is case studies, the author of Tianjin Electric Power Construction in the use of nuclear power plant construction projects, procurement of quality assurance model of localization of the actual cases are analyzed, and further demonstrated that the electric power construction enterprises in the localization of nuclear power projects, the implementation of the procurement of quality assurance significance. At the end of the paper, the author draws his conclusions, points out the shortcoming of the study and makes suggestions for further studies in future.
