中文摘要:生产计划管理是企业生产管理的一项重要职能,对指导企业的生产经营活动,提高企业的经济效益具有非常重要的作用。随着经济技术的不断发展,市场环境不断变化,传统的生产计划管理方法逐渐呈现出无法适应市场竞争需要的趋势,制造企业纷纷开始探索新的竞争环境下的生产计划管理模式。 本文以威娜公司作为研究对象,分析研究了威娜公司原有生产计划管理体系中存在的问题,将其原有的生产计划管理模式放在供应链管理环境下重新进行审视,运用供应链管理的思想,对威娜公司生产计划管理体系进行优化,从组织结构和生产计划管理体系两个主要方面提出了具体的优化方案。 首先,本文指出组织结构的优化调整是企业生产计划管理体系优化的基础和支撑,提出了精益化、敏捷化、柔性化的组织结构优化原则,并根据威娜公司的实际情况提出了组织结构的优化方案。 其次,本文对威娜公司生产计划管理体系的优化分别从需求管理、供应管理、生产管理和计划管理四个方面着手进行研究,结合威娜公司的管理现状相应提出了解决问题的对策。需求管理方面,提出了扩展需求信息的获取渠道、完善需求预测的方法以及建立需求管理的控制与反馈机制等方案;供应管理方面,提出了推行原材料本地化供应、与供应商建立合作伙伴关系并由供应商管理库存的方案;生产管理方面,提出了推行多品种中小批量的柔性生产方式、实现均衡化生产并建立生产绩效考核机制的方案;计划管理方面,提出了改变生产计划管理的思维模式、完善计划的制定方法、加强计划的协调与控制机制等方案。以上四个方面的管理优化相辅相成,互为促进。 最后,将威娜公司生产计划管理体系的优化方案付诸实施,并初步取得了令人满意的实施效果。 本文针对一个具体的制造企业的实际情况进行研究,研究的成果对该企业具有现实的指导意义。同时,本文的研究也对许多存在类似问题的制造企业具有一定的借鉴作用。 
英文摘要:The production planning management is a very important function for the production control of any company, which also has an important role of guiding the production and operating activities as well as enhancing the economic benefits. With the constant economic and technological development in a changeable market environment, the traditional production planning management shows an inclination of not meeting the requirements of a more competitive market. On the basis of this, the manufacturing enterprises begin to probe the new mode of production planning system respectively under the current competitive environment. This paper takes Wella enterprise as the object of study, analyzing the problems existing in the original system of production planning and reviewing the old mode of production planning system under the new supply chain management environment as well as applying the ideas of supply chain management to optimize the production planning management system, and putting forward concrete optimizing schemes mainly from two aspects: organization structure and production planning system. At first, this paper points out that the optimization adjustment of the organization structure is the basis and support for the rearrangement of production system of the enterprise, suggesting optimizing principles of organization structure, which are lean management, agility and flexibility operation, and addressing the optimizing plan of organization structure in accordance with realistic conditions of Wella. Secondly, in this paper, the research about optimization of Wella’s production planning system could be divided into four parts, which are requirements management, supply management, production management and planning management. Combining the current situation of Wella, the countermeasures about concrete problems have also been given. In the aspect of requirements management, author presented several schemes, which includes enlarging the possible channels for more marketing information required, improving the method of demand forecasting and setting up a control and reflection system for requirements management. In the view of supply management, the schemes of promoting local supplement for raw materials, building partnership with suppliers and practicing VMI. Also, as for production management, flexible production method with multi items in medium or small orders is presented, in order to realize balancing production and create a plan for mechanism of performance appraisal in the course of production. Besides, in terms of planning management, a scheme of changing the idea of production planning, improving the setting methods of various plans, increasing the plan coordination and creating a better control mechanism. In brief, these four aspects of management optimization complement each other closely. At last, the implementation of optimization of Wella’s production planning system had been realized, which also achieved a satisfying practicing performance. In this paper, the research is focused on the fact of a concrete manufacturing enterprise, and the result of it is advantageous in guiding the practical operation of Wella. Meanwhile, the research of this paper could be used for reference for other manufacturing enterprises with similar problems.
