| 中文摘要: | 国务院《关于深化医药卫生体制改革的意见》勾勒出了医疗改革的目标和基本路径。新中国成立以来,特别是改革开放以来,我国医药卫生事业取得了显著成就。但是,当前我国医药卫生事业发展水平与人民群众健康需求及经济社会协调发展要求不相适应的矛盾还比较突出,主要问题体现在“看病难”、“看病贵”和医患关系紧张。因此,在新医改背景下,作为行业主导,公立医院承担着巨大的社会责任。 结合我国公立医院的各利益相关者的价值需求,运用迈克尔•波特教授与马克•克雷默共同提出的“创造共享价值”观点,定义我国的公立医院的社会责任内涵是根据不同利益相关者的价值需求及社会发展的良性需要,改造医疗服务价值链,形成对社会发展的积极作用,为自身的生存与发展创造有利的社会环境,从而能够为人民群众提供可持续的、公平享有的高质量基本医疗卫生服务保障。 本文同时论及公立医院社会责任的履行需要从领导层明确公立医院“为患者服务”与促进“医护人员成长”的使命,以及“实现人人享有基本医疗卫生服务”的核心战略目标。管理层有必要为医院制定正确的战略方向,并辅之以制度及文化建设,根据内外部环境变化制定适应战略,根据不同利益相关者的价值需求重整医疗服务价值链,从而实现公立医院利益相关者价值创新。 通过对TP医院履行社会责任的案例进行研究,本文应用公立医院社会责任的利益相关者分析体系,找出目前TP医院存在的问题并分析其原因,最终提出相应的改进思路。使本文提出的公立医院履行社会责任的策略不仅具有理论意义,同时具有实践价值。 公立医院通过满足利益相关者的价值需求,创造卓越的社会绩效与经济绩效。在新医改背景下快速变化的环境中,履行公立医院的社会责任,同时实现医院自身的生存与可持续发展。 | |
| 英文摘要: | Views of the State Council, deepening healthcare system reform, outline the objectives and path of basic healthcare reform in China. Since the founding of Peoples Republic China, especially since the reform and opening up, China's healthcare has made remarkable achievements. However, the current level of China's healthcare cannot satisfy the demands of Chinese people. Compared with China’s economic and social development, the contradiction is still quite salient. The main issues are reflected in the "difficulty of seeing doctor", “higher costs of healthcare” and the tension between doctors and patients. Therefore, under the background of healthcare reform, as industry-leaders, public hospitals bear the enormous social responsibility. Considering the stakeholders’ value demand of governmental hospitals in our country, we give the definition of the social responsibility of China’s governmental hospitals in terms of creating shared value, which is mentioned by Prof. Michael Porter and Mark Kramer. The social responsibility of China’s governmental hospitals is, based on different stakeholders’ value demand of healthcare and social development, reforming the service value chain of healthcare and playing an active role in social development. Consequently, governmental hospitals can sustainably provide fair quality basic healthcare service, and create suitable environment for the survival and development themselves. This paper also discussed that the fulfilling strategy of social responsibility in governmental hospitals needs to clarify services for patients and staff development as the vision for the hospital development, and the core strategic objective is to achieve universal access to basic healthcare services. Necessarily, the managers should to make a right strategic direction, which is supported by the system and culture construction. According to internal and external environmental changes, managers have to develop adaptive strategies and reform the value chain of healthcare service in terms of different stakeholders demand, and then hospitals can achieve a value innovation for stakeholders. By analyzing TP hospital as a case study, in terms of social responsibility model of governmental hospitals’ stakeholders, we can identify current problems and reasons of TP hospital, and then gave some solutions. It makes the fulfilling strategy not only has a theoretical significance but also a practical value. Governmental hospitals can create outstanding social and economic performance by satisfying stakeholders’ value demand. Under the background of healthcare reform and rapid environmental changing, governmental hospitals which fulfill the social responsibility can achieve their own survival and sustainable development. | |
