中文摘要：	虽然中国的半导体产业发展早于台湾,早期主要是想利用IC制造能力协助其军事发展,但在技术上始终无法突破,由于美国相信中国的军事发展对其国家安全具有威胁,因此对于敏感的半导体技术设备出口至中国进行严格管制。台湾半导体产业历经三十多年来的发展,在公元2009年产值己超过387亿美元,占全世界17.6%之比重,成为全球继美、日后之第三大生产国,在全世界半导体产业界中占有相当重要的地位。大陆则具有庞大内需市场和低廉劳工,土地生产有利因素,加上提供大幅租税优惠,己具强大的吸磁作用,目前台湾半导体己具产业群聚效应,在制程与营运管理经验上的优势,是大陆所不及的。而台湾与大陆同文同种,对于大陆市场,企业经营管理方法之了解,是欧美日等地所望尘莫及的。大陆是未来半导体市场发展潜力最大的地区之一,预计2013年中国的半导体市场规模有望达到1001亿美元，约占全球半导体市场的35%,不仅是亚太地区最值得开发的市场,也是台湾半导体产业发展不可或缺的市场,除此之外台湾和大陆半导体在资金,技术,劳动力…。等等方面都有互补的关系,到外投资布建生产据点,已是世界的潮流和共识,台湾也不能例外,而大陆提供了一个很好的选择机会,所以总合以上,台湾半导体产业有赴大陆投资而与大陆方面产业分工和密切合作的必要。
