中文摘要:在经济趋于全球化、竞争日益激烈的今天,人力资源日益成为企业最重要的资源之一,企业的人力资源管理如果不能充分体现其战略性竞争优势,那么这个企业难免会被竞争对手淘汰出局。 但是,不是所有的人力资源管理都是企业竞争优势的源泉,只有达到一致性的人力资源管理实践才能为企业赢得持续竞争优势,这样,对企业人力资源管理一致性进行评估成为企业的一项重要任务。 鉴于目前国内对该领域的相关研究和可借鉴的文献比较少,本文试图对该领域进行一些探索,包括提出用人力资源审计方法来对人力资源管理一致性进行评估的构想,并构建一个企业人力资源管理一致性审计体系。应该说,人力资源审计是人力资源管理发展的必然产物,对这样一个全新的领域,值得进行理论和实践方面的探索。 本文分成六章:第一章对本文的研究目的与意义、研究视角与方法、研究框架与内容进行了总体论述。第二章对相关理论进行综述,并对人力资源管理一致性审计进行了界定。第三章介绍了人力资源管理一致性审计体系的作用、特征与结构。第四章对人力资源计分卡用于人力资源管理一致性审计进行了可行性分析。第五章构建了基于人力资源计分卡的人力资源管理一致性审计体系,是本文的核心。第六章是结论。 
英文摘要:Today, when the economy goes to globalization and competition is more and more drastic, the issue of human resource becomes increasingly important in enterprises. If HRM can't embody the strategic competition advantage, this enterprise will be hard to avoid to be washed out by its competition adversary. But, not all HRMs are the headspring of the competition advantage, only the consistent HRMs can win the competition advantage for the enterprises. Evaluating the degree of consistency of HRMs has become the significant task of the enterprise. Because there are few articles to discuss the consistency of HRMs, this article try to do something in this field. The paper proposes to use the methods of human resource auditing in this area and design a human resource management consistency auditing system. Human resource auditing is the inevitable requests for the development of human resource management. In this new field, it is worthy of studying in both theory and practice. This article gives six chapters to discuss. The first chapter discusses the aim, methods and the main context of this article. The second chapter discusses the related systemic theory and defines the HRMs consistency auditing. The third chapter discusses the function, characteristic and structure of the system. The forth chapter discusses the possibility of using the methods of human resource auditing in auditing the consistency of HRMs. The fifth chapter designs a HRMs consistency auditing system basing on the HR Scorecard. The sixth chapter is the conclusion part.
