| 中文摘要: | 摘 要 我国在80年代初从国外引进的融资租赁,目的是利用外资和引进国外先进的设备和管理方式。由于民航飞机具有使用寿命长,单价高昂,通用性和流通能力较强的特点,且我国并不制造民航飞机,所以融资租赁引入后首先就应用到我国民航飞机的引进方面。经过了近30年的发展,融资租赁已经发展成为我国航空公司引进飞机的首选,在整个过程中主要采用了节税租赁、财务租赁、国内银行抵押贷款租赁三种方式。帮助我国处于萌芽期的航空公司克服了外币短缺,融资困难的的艰难环境,促进了我国航空业的发展。 跟据预测,未来20年间我国民航还将迎来一个高速发展的时期,预计需要新增飞机2000架,涉及金额高达上万亿元人民币,因此我国飞机租赁业务的重要性也日趋显现。但是由于我国民航飞机依赖进口,而航空公司缺乏自有资金、国内资本市场缺乏外汇,再加上我国自身的租赁市场不健全,最终导致了国际资本垄断了我国飞机租赁业务。由于被国际资本垄断飞机租赁市场,最终使租赁在促进中国民航发展的同时也给航空公司带来了巨大的经营风险,内资银行、租赁公司和航空公司成为了被飞机租赁业务中压榨的对象。经过分析,我们发现了导致这种局面的主要因素是:我国金融市场的活跃度不高导致融资渠道单一;缺乏法律规范,多头监管导致租赁公司不公平竞争和管理混乱;以及缺乏货币和税收政策支持抬高了融资成本等原因。针对这些情况,我们探讨出发展我国飞机融资租赁业的主要措施:首先是积极扩充融资租赁资金的来源渠道;其次要建立具有资金和产业背景的本土专业飞机租赁公司;再通过政策合理降低融资租赁业务的税收负担,刺激行业发展;最后结合市场需要创新租赁业务模式,发展壮大飞机融资租赁产业。 发展好我国的飞机租赁业务不仅对促进我国民航业的发展有利,而且有助于平衡我国与欧美的贸易顺差、增加社会投资渠道、促进我国飞机制造业的发展。因此,本文以“基于我国民航发展的飞机融资租赁业务研究”为题,提出发展我国民航飞机融资租赁业务的建议,希望这些建议能够起到抛砖引玉的效果,能够对民航业、租赁业的发展发挥一定的促进作用。 关键词:中国民航 飞机租赁 融资租赁 租赁市场 | |
| 英文摘要: | Abstract The first involvement of financial lease to China was in 1980`s, for the aircraft financing projects. In the coming 30 years, aircraft leasing has become the main idea to the Chinese airline companies to finance their aircrafts, for which several structures such as taxation lease, financial lease and RMB loan based lease was developed and implemented. Eventually, such structures contribute greatly to the new-formed and emerging Chinese airlines when they were in the corner of foreign currency financings. Forecasts show that the Chinese Aviation Industry will keep a high speed development in the coming 20 years. People believe that more than 2000 new aircrafts will be placed in the region, where the emerging market of aircraft leasing will be considerable important, may be more than 1000 billion RMB. Consequently, the advantages are clear, to the whole industry, to help balancing the national trade deficit, to enlarge the social investments, and to restructure the balance sheet of airline companies`. However, the domestic market is now monopolized by a several international players, which directly result to the operating risk, FX risk, interest rate risk, and steep balance sheets. Several matters was analyzed to detailed explore how the factors affect the aircraft leasing in China. In the paper, and the writer finally reached a conclusion: the main factor baffling the Industry is lack of financing channels, lack of registrations, multi-admin, and lack of currency and taxation encouragements. The paper dominated in the research to Chinese Aircraft Leasing Industry, in which the writer detailed explored the current situation of the market.
