中文摘要：	干部教育培训是指为推动党和国家事业健康发展,经济社会不断进步,国家机关及党政部门结合各个历史时期的中心任务,依据党的路线、方针、政策,对党的各级干部实施的一个继续教育和发展的过程。干部教育培训是为提高各级干部的理论素养、思想品德、业务能力和知识水平,强化广大干部全心全意为人民服务的思想观念,提升党的执政水平,建设高素质的干部队伍,早日实现社会主义现代化建设。当前,全面推进中国特色社会主义伟大事业,全面贯彻落实科学发展观,迫切需要培养和造就一支规模宏大的高素质、善于治国理政的干部队伍。认真总结党的干部教育的历史经验,研究干部教育培训的规律,顺应社会变革要求,在干部教育的理念、内容、形式和方法上与时俱进,创新突破,使干部教育事业保持旺盛的生机和活力,具有重要的理论与现实意义。 本文立足当前经济、社会发展对领导干部教育培训体系创新研究的迫切要求,运用教育学、政治学、社会学、管理心理学与领导科学等多学科知识,从历史、现实与未来的维度,分析了国内外干部教育培训体系建设的现状并总结出可借鉴的经验做法。以潍坊市为切入点，深入分析了该市干部教育培训工作中存在的主要问题，提出了初步的意见建议。最后，本文针对干部教育培训体系的构建提出了发挥党校主阵地作用，以科研院所、高等院校为有益补充，推行干部在线学习，开展干部自主选学的立体化干部教育培训体系建设方案。
英文摘要：	Education and training of cadres is a process that state, and party and government departments, to promote the healthy development of the cause of the party and the state, economic and social advances, with the central task of every historical period, based on the party's line, principles, policies, implement a continuing education and development for the party cadres at all levels. The purpose of the cadre education and training is to improve the cadres at all levels in the theoretical knowledge, ethics, professional ability and knowledge, to strengthen their ideas serving the people wholeheartedly, to enhance the party's level, to build high-quality cadres procession and to realize early the socialist modernization .At present, in order to comprehensively promote the great cause of socialism with Chinese characteristics, to comprehensively implement the scientific concept of development, it is an urgent need to cultivate and foster a large-scale high-quality cadres team being good at state administration. Seriously summing up the historical experience of the party's cadre education, researching the law in the education and training of cadres, complying with the demands of social change, keeping up with the times in the cadre education concept, content, forms and methods, innovating and breaking through, and maintaining the cadre education strong vigor and vitality, has important theoretical and practical significance. This paper which based on the urgent demand of economic and social development on innovative research on the education and training system of leading cadres at the current, applying multi-disciplinary knowledge, as Education, political science,sociology,Management Psychology and Leadership Science etc, from the dimensionality of history, reality and future, analyses the current situation of system of domestic and international cadre education and training, and sums up learnable experience and practice. Taking Weifang City as the entry point, the article analyses in depth the main problems in the cadre education and training of this city and puts forward a preliminary opinions and suggestions. Finally, the paper aiming at the system of cadre education and training, brings forward the programs of three-dimensional system, to play the role of the main positions of party schools, to use scientific research institutes and institutions of higher learning as a useful addition, to implement online learning for cadres, to carry out self-selected study for cadres.
