中文摘要: | 摘 要 在知识经济时代,信息和知识是绝大多数企业前进和发展的战略资源。英国科学家詹姆斯•马丁预测:人类科学知识在19世纪每50年增长一倍,20世纪中叶每10年增长一倍,20世纪70年代每5年增长一倍,而目前,估计每3年增长一倍。员工的培训与开发是提供信息、知识及相关技能的重要途径,有时是唯一途径。企业只有加强员工的培训,加强知识更新才能跟上新技术的发展。通过培训,员工素质的整体水平将不断提高,从而有效地提高劳动生产率,改善企业效率和效益。 在我国,企业工作人员的培训,是企业的人力资源管理的重要组成部分,人力资源管理战略的发展要立足于为企业的总体战略构想已被广泛接受,许多企业以极大的热情投资培训员工。但是,如何设计和建立一个科学的,与中国的国情,并能满足知识型企业发展的员工培训和发展,特别是国有企业,这是一个非常重要的问题。 本文从学习和培训的基本原理、ISO10015培训指南等入手,运用文献分析、比较研究和案例讨论等方法,通过介绍TEPC公司的人力资源开发现状,并找出现有体系的缺陷,根据ISO10015体系,探讨如何建立新的培训管理体系,较全面地论述了在大型施工企业中如何建立培训体系的方法,并如何使培训体系有效的运行。 完整的培训管理体系离不开各种支持。如果培训体系解释的是“如何去做培训”或者“如何管理组织内的培训”,而设计合理的培训支持解释的是“谁来培训”,“用什么方法培训”等问题。为此,作者提出了一些设想,对培训管理体系的培训需求支持,培训讲师支持等诸多方面进行了构建。相信有了这些支持,培训管理体系才能更好的运转,达到组织的目标。 | |
英文摘要: | Abstract In the era of knowledge economy, information and knowledge is advancing the vast majority of enterprises and development of strategic resources. Staff training and development is to provide information, knowledge and related skills in an important way, and sometimes the only way. Only through the strengthening of staff training to enhance knowledge updates to keep abreast of new technology. Through training, the overall level of staff quality will continue to increase, thus effectively raising labor productivity, improve business efficiency and effectiveness. In China, the company staff training and development of human resources management strategy as an integral part of the enterprise should serve the overall strategy for the business idea has been widely accepted, many enterprises have also invested in training employees with great enthusiasm. But how to design and establish a scientific, consistent with China's national conditions, and can meet the needs of knowledge-based economy of enterprise development staff training and development system, and for domestic enterprises, especially state-owned enterprises, it is a very significant issue. In this paper, the basic principles of learning and training, ISO10015 and so on to start training guide, using literature analysis, comparative research and case discussions and so on, through the presentation of TEPC status of the company's human resource development and to identify deficiencies in existing systems, according to ISO10015 system, to explore the How do I create a new training management system, a more comprehensive discussion in the large-scale construction enterprises on how to establish a training system, method, and how to make the training system for efficient operation. A complete training management system is indispensable to all kinds of support. If the training system to explain that the "how to do training" or "how to manage the organization of training," while well-designed training support to explain that the "Who training", "what methods to train," and so on. To this end, the authors put forward some ideas on the training management system and training needs support, training, instructor support, and many other aspects of the building.
