中文摘要: | 进入新世纪新阶段,随着国家和军队建设整体转型,对我军武装力量构成和用人方式提出了新的要求。同时,国家干部人事制度改革快速深入发展,大量法规制度陆续出台,各行各业大力转变传统用人模式,企业已实现全员劳动合同制,事业单位全面推行聘用制和岗位管理。2005年6月23日,国务院、中央军委颁发了《中国人民解放军文职人员条例》,为文职人员实行岗位管理提供了政策上的可靠依据。通过建立这项制度,力求通过引入聘用制、岗位管理和社会化保障方式等,实现由传统的单位固定用人向契约化社会用人转变,由传统的身份管理向岗位管理转变,由单纯的行政管理向法制化管理转变,充分发挥用人单位和文职人员的主体作用。既为军队充分利用地方人才资源开辟了通道,也为社会人才在军队现代化建设中建功立业创造了条件。 本文运用文献分析、比较研究和案例讨论等方法,通过研究国内外岗位管理制度、军内外文职人员岗位管理制度的历史沿革、现状及特点、存在的问题及原因得出在部队院校实行文职人员岗位管理的经验及启示,以T军事学院为例,讨论分析了部队院校实行文职人员岗位管理面临和存在的主要问题,提出了实施部队院校文职人员岗位管理制度的若干建议,并针对实际操作过程中产生的问题提出了有益的对策。 | |
英文摘要: | As the 21st century comes, along with the overall transformation of national and army construction, new requirements for the structure and the way of personnel placement of military force have been put forward. Meanwhile, with the rapid and thoroughgoing development of the reform of national personnel system, the promulgation of various codes and systems, and the great conversion of traditional model of personnel placement as well, enterprise has established the all-round labor contract system, and institution has fully enforced the system of appointment as well as the post management. On June.23th 2005, the ‘PLA Civilian Staff Provision’ was promulgated by State Council and Central Military Commission, which provides the post management for civilian staffs with reliable policy basis. The purpose of setting up this system is to strike to achieve conversions from unit-basis personnel placement to bond-basis personnel placement, from identity management to post management and from pure executive management to legal management, furthermore, encourage units and civilians to play their roles actively in the army, through introducing system of appointment, post management and socialized service. On the mechanism of personnel placement, the ‘battle field’ has been connected with the ‘market’ (the army has been connected with the local authority), which has not only opened a path for army to fully utilize the local human resource, but also offered favorable condition to local talents to render meritorious service and make a distinguished career in the construction of army modernization. This paper briefs the experience and inspiration of enforcing post management to civilian staffs in military academy through analyses of both overseas and domestic post management system as well as the history, condition, features, and current problems of the similar issue inside and outside the army, in terms of literature analysis, comparative analysis and case discussion. Meanwhile, taking T military academy for instance, it also discusses the prime problems existing in the enforcement of post management to civilian staffs in military academy, puts forward some suggestions on this issue, and presents some favorable counter-measures for the problems that appear in this process. | |
