中文摘要:事业部制自上世纪20年代被通用汽车公司创造出来以后,在西方国家和日本得到了广泛应用和发展,成为世界多元化经营企业,尤其是大型跨国公司的主导管理体制。实践证明,事业部制是适合大型多元化企业集团的组织形式。我国自上世纪90年代引入事业部制管理体制以来,事业部制在我国也逐渐得到重视,成为国内青岛啤酒、美的等大型制造企业纷纷选择的组织结构模式,并明显促进了这些企业的绩效增长。 天津市物资集团是大型国有生产资料流通企业集团,经营规模在全国同行业和全市都名列前茅。集团共有9大业务板块,是典型的多元化经营企业。集团自诞生至今10几年来一直实行母子公司管理体制,到目前已经暴露出许多急待解决的问题。虽然集团高层意识到母子公司制已不适应目前公司发展的需要,并在组织变革方面做了一些探索,但集团一直未能进行实质上的事业部制改革重组。 本文运用文献研究、比较分析、访谈、图表说明等方法,在总结梳理国内外关于事业部制管理体制方面研究的基础上,全面分析了天津市物资集团的组织结构现状、存在的问题,并从天津市物资集团所处的外部和内部环境两方面论证了天津市物资集团进行事业部制改革重组的必要性。通过与国外同类企业,也是天津市物资集团一直瞄准的标杆企业——日本三井物产株式会社在组织结构和内部控制方面的比较分析,结合作者在该企业供职6年的观察了解,总结归纳了天津市物资集团进行事业部制改革的重点,并提出了集团进行事业部制改革的措施和建议,指出了改革的难点。本文以作者供职的贸易型企业为研究对象,填补了多年来我国对事业部制研究多是以制造型企业为研究对象的空白,具有很强的实践性和指导意义。  
英文摘要:Multidivisional Form (shorter form M-form) has been widely developed in western countries and Japan since it was created by GM in 1920s. It has become the main management form of diversified corporation, especially the large Multidivisional Corporation. M-form has been proved to be perfect for large diversified corporation. It was introduced to China in 1990s, and became the organization structure of many Chinese manufacturing company, like Midea and tsingtao. M-form promoted the growth of performance in these enterprises. TIANJIN materials and equipments Group Corporation (shorter form TEWOO”) is a large state-owned materials trade corporation and is at the top of the same industry in China. There are 9 businesses in TEWOO. It is a typical diversified corporation. Parent subsidiary structure has been the management form of TEWOO since it was established more than 10 years ago. So far, there are a lot of problems in TEWOO. Top management of TEWOO has realized that it needs to be changed and did some explorations. But they haven’t change Parent subsidiary structure into M-form in TEWOO actually. This text analyzes the problems of organization structure status in TEWOO by searching documents, comparing, interviewing and making charts based on other related theoretical researches. It also researches the necessity of organization revolution from Parent subsidiary structure to M-form in TEWOO by analyzing the internal and external environment of TEWOO. This text compares the organization structure of TEWOO and MITSUI & CO.,LTD and summarizes the key of organization revolution in TEWOO. This text gives some advices and measures about organization revolution from Parent subsidiary structure to M-form in TEWOO. This text takes a commercial company whom the author is working for as the target, and most related researches take a manufacturing company as the target. This text is practical and instructional.
