| 中文摘要: | 本篇论文研究的是地方规划编制项目中的公众参与沟通管理问题。公众参与是随着社会民主和相关法律的不断发展而产生的一种新的理念,是公众的一种权力。参与是权力的再分配,通过这种再分配,那些被排除在现有的政治和经济政策形成过程之外的无权民众,能够被认真地囊括进(社会)来。在我国长期的规划实践中,公众参与程序较为缺乏,在制度上还没有保障,在形式上还比较单一。公众参与已呈现出多元化的趋势,但深度和广度还远远不够。公众参与地方规划编制项目的重要性主要体现在促进经济持续发展和维护社会稳定和谐两个方面。加强公众参与,可以更好的为政府决策提供更加全面真实的信息,提高规划编制项目的科学性。而公众更多的参与规划编制项目,也会使发展规划更大程度上获得社会的认同和接纳,进而提高规划的执行效率,减少政府执行规划的成本。地方规划编制项目中的公众参与是让公众参与到编制的全过程,使规划更具科学性和民主性,真正代表公众的根本利益。 地方规划的有效制定和实施,有利于长期的经济发展、社会发展和可持续目标的实现。借助公众参与编制发展规划,引入各方面专家、多层次、多领域人士参与规划,为规划献计献策,查漏补缺,集中民智,可以避免规划脱离实际而造成的判断失误,使规划项目更具有科学性和前瞻性。其次,公众参与下的发展规划,有利于各行政机关与群众进一步加强联系,有利于规划制定者和实施者之间的沟通,使得制定的规划能反映社会方方面面的意图,增强了公众对规划的认同感和责任感。再次,通过建立互相信任、互相聆听、互相学习的沟通机制,从规划编制初始阶段就广泛征求群众意见,可以使最终规划成果成为全社会为之努力奋斗的共同纲领,将提高规划的有效性和实施的可操作性。本文的研究目的是进一步完善公众参与制度,使其能够真正反映公众的愿景与期望,并且更好的实现地方经济管理的科学决策、民主决策。 本文依据管理学、经济学、传播学、社会学等相关学科原理理论,运用比较研究、实证研究及归纳、演绎等手段,对公众参与理论和进行了系统的梳理和比较分析。采用文献法、案例法对地方规划编制项目中的公众参与进行分析,确定适合、有效的参与模式,并选取实际案例进行实证研究。 全文共分六章。第一章为绪论,主要是提出问题,说明选题目的和意义,阐述研究内容和方法。第二章为相关理论回顾,主要对本文涉及到的相关理论进行了系统回顾和梳理。第三章为体系构建,主要通过公众参与地方规划的独特性、参与主体、期望及影响因素进行分析,构建公众参与的总体框架。第四章为公众参与的模式选择,详细介绍了适合地方规划的公众参与方法并运用这些方法分析参与效果。第五章为案例研究,主要以天津市“十二五”规划公众参与活动为例进行实证研究;第六章为结论,主要对本文研究结果进行总结并阐述了不足之处。 本文紧紧围绕着提高地方规划公众参与水平的研究目的,探讨了公众参与地方规划的基本内涵,以天津市为例子,探讨并初步建立公众参与地方规划的沟通管理基本框架,并对公众参与的模式进行归纳总结,为地方经济社会可持续发展提供参考依据。全球化的进程不断加快,中国正在向更加民主化的方向迈进,持续快速健康发展的社会要求使地方规划引入公众参与的呼声愈发高涨,相关实践也在积极开展中,这也正表明今后的研究方向应该在该领域进一步深入。通过对西方国家和我国公众参与地方规划的比较研究,认为公众参与和地方规划建设可以有机结合,用公众参与模式开展规划工作。基于对多种公众参与模式的理解和把握,构建了公众参与地方规划的基本框架。研究显示,不同类型的公众参与地方规划模式的参与主体、信息发布方法、期望管理手段和绩效也有差别。主要研究在参与过程中如何得到更为准确全面的信息,最终使规划能符合人民的根本利益,同时也要提高公众参与的效率,实现公平与效率的统一。公众参与是一种表达民意的有效方式,是社会民主程度发展到一定阶段公众参与决策过程的必由之路。而我国公众参与地方规划的现状还不甚乐观,“以人为本”的执政理念给公众参与提供了发展的机会,但是真正的规范化还是需要法律制度的保障、政府行政体制的改革、公众参与意识的提高、参与渠道的增加、参与范围的扩大和参与程度的加深等。 任何领域的理论和方法都是不断改进、不断完善的。本文也是在前人的研究基础上加以研究创新得出研究结果,然后随着理论发展及研究的深入,则不难发现,本文的研究还有很多不足之处,诸如公众参与地方规划的沟通管理基本框架还需进一步在实证研究的支持下得到验证和完善、公众参与地方规划的实证比较样本不够充足等,这些问题主要是限于个人的知识水平和能力,对该问题的研究积累不足,同时也是由于在搜集实证资料存在较大难度,以及当前体制和公众意识的制约,正是由于这些缺点和仍待深化的问题,今后将继续深入研究。如可以选取更多地方的规划公众参与数据样本,重点引入地域差异、文化因素、经济水平作为宏观环境变量来参与比较等等。 | |
| 英文摘要: | This paper focused on the communication management problem of public participation in local planning project.Along with the development of Social Democracy and Law,public participation came out to be a new logos,it’s public rights. Participation is the redistribution of right,with it untitled people excluded from the formation of current politics and ecnomics policy can paticipate in it. With long history and rich experience in local planning,public participation also lacked of normative rules and system,and had single form. Public participating had shown the trend of the diversity,but the depth and extent is not enough.The importance of public participation in local planning project reflected on two sides,one is to promote the concerted development of economy,the other is to maintain social stability. To reinforce public participating can provide the overall and true imformation to the government,improve the scientificity of the planning project.And public participating let public adopting the planning most,then increase the efficiency and lessen costs. The purpose of public participation in local planning project is to permit the public participating in the entire process of planning,which makes it more scientific and democratic.Then the local planning can really stand for the fundamental interests. Putting local planning into effect was propitious to long-term economic and society development.Based on the public participating,to draw in all directions of experts can avoid ivory-towered miss,and made the planning more scientific and forward-looking.Secondly,it can strengthen the bond between government and public, was helpful for communication,made the plan reflecting the real will of the public,increased the pulic sense of identity and responsibility.Thirdly,by this means,local plan can solicit opinions at the beginning.It can form common programme and increase the efficiency of the plan. According to the theory of management、economics、communication and sociology,this paper used the methods of comparative study、empirical study and deduction to analysis of public participation.This paper also used the historical techniques and case method to analysis the public participation in local planning project.The paper definited the compatible and effective foundation of participation and chose the actual case to study. The paper includes six chapers.Chaper 1 is introduction,it put forward the questions,explained the purpose and meaning of the paper and research methods,contents and route the paper used.Chaper 2 introduced the theories of public participation,mainly to review the relevant theories.Chaper 3 is the architecture,with the analysis of uniqueness、participant subjects、expectation and impact factors of public participation in local planning project,it constructed the participation architecture.Chaper 4 is mode choice of public participation,it introduced in detail the proper methods of public participation and analysis the effect with these methods.Chaper 5 is case study,the empirical study explored the process of the public participation in Tianjin 12th five-year planning .Chaper 6 is a summary of this paper,and pointed out the weaknesses and questions leaving for further discussing. This paper’s purpose is increasing the level of public participation,probed the basic factors of public participation,taking Tianjin for example, primarily established the basic framework of public participation in local planning project.By summing up the mode of public participation,it can provide the reference frame for society and economic sustainable development. Constant acceleration of globalization has brough out more democratic. Sustainable development require public participation,and interrelated work is in full swing. By comparative study,we consider public participation can combine with local plan. Like in any mode understanding,we can build a basic structure of public participation.It was shown that participants、methods、expectation management in different modes not same.The main purpose of the paper is find how to get more exact and overall imformation in public participation,in the public interest, we can realize the unity between efficiency and equity. Public participation is an effective way to express public opinions.With the development of social democracy, it is the road we must get through to participate in decision making process.But in China, the current situation of public participation is upbeat.The “people first”principle to provide a chance for public to participate in development.But the real standardization also needs the legal guarantee、governmental reform、accession of participation awareness、increase in participation channels、lager sphere and deepening of the degree of public participation. Any theory and method is perfecting it end to end.This paper depends on the former study,and exists many shortage like the structure and example is not enough. Because of the limitation of ability and difficulty of data collection,this paper needs to deepen.For example, we can pick more data,introduce region、culture and ecnomics as variables for further study. | |
