中文摘要:随着全球经济一体化及信息技术的飞速发展,企业生存环境变化得越来越快。为了以最低的成本获取更好的技术,保证自身能够集中精力于企业的核心竞争能力,越来越多的企业选择采用全部或部分外包信息技术的策略。IT外包在中国的发展只有不到八个年头,但是发展却是极其迅速的。各权威调研机构的数据均表明在未来几年中,IT外包的前景是极其看好的。 本文基于企业信息资源管理,对外包战略进行阐述和研究。目的在于优化外包战略流程,加强信息资源管理中非技术因素的外包管理,将外包作为一种战略纳入企业信息战略、企业战略框架之中,同时引进现代项目管理方法对外包进行规划、实施及评估。 本文在介绍外包发展的背景下,提出本文的研究框架、研究方法及创新点。作者首先对信息资源管理、资源外包及信息资源外包的发展进行回顾,总结了资源外包的理论基础,同时界定了“信息资源管理中外包战略”的相关定义和研究范围。随后设计了外包战略流程,奠定了本文的基本构架,外包战略的流程分为外包战略规划、外包决策及外包项目实施三个阶段。第三章设计了外包战略规划流程,包括战略审视、企业信息战略规划、制定外包战略规划三步;第四章对外包决策流程进行设计和阐述,并从信息资源管理的不同层次分析了选择性外包的优势,这也是本文的创新点;第五章利用现代项目管理的方法对外包实施流程进行梳理。最后理论联系实践,选择某公司作为案例进行分析,利用利弊分析方法(SWOT)对外包进行决策,并结合项目管理方法对外包实施流程实施优化,其后总结了外包的经验和教训。 基于信息资源管理中外包战略的分析和阐述,论文得出五条结论,并对外包的发展趋势进行展望,提出需要进一步研究的课题。  
英文摘要:Along with the global economy integration and rapid development of information technology, corporation survival environment vary quickly. In order to gain the better technology by the lowest cost, to focus on the core competence, many corporations choose outsourcing strategy of information technology. The development of IT outsourcing in China is less than eight years, but develops extremely rapidly. Various authorities indicate IT outsourcing will be favors extremely in future several years. This article based on the information resource management of the corporation, the outsourcing strategy carries on the elaboration and the research. The goal lies in optimizing the outsourcing strategy process, strengthening the management of the non-technology factor in outsourcing. Bring outsourcing strategy into the corporation strategy frame and the corporation information strategy, at the same time introduces the modern project management to carry on the plan, the implementation and the appraisal. Under introducing the background of outsourcing development, proposed research frame, the research method and the innovation of this article. Firstly, with the review of the Information Resource Management, the outsourcing and the outsourcing of the information resource, the author summarized the academic foundation of the outsourcing, at the same time defined the correlated definition and the research scope of “the outsourcing strategy in the information resource management”. Then the author designed the process of outsourcing strategy, which established the academic frame of this article. The process of outsourcing strategy includes the strategic plan of outsourcing, the decision-making of outsourcing and the implements of outsourcing project. The third chapter designed the strategic plan of outsourcing, including strategic scanning, the information strategy of the corporation and the establishment of the strategic plan of outsourcing; The fourth chapter designed and explained the decision-making of outsourcing, and analyzed the advantage of selective outsourcing from different hierarchy of information resource management; The fifth chapter with using the method of modern project management analyzed the implements of outsourcing project. Finally, the practice related with theory, choosing a company as case study, using (SWOT) analyzed the decision-making of outsourcing, and taking the method of project management optimizing the process, then summarized the experience of outsourcing. The outsourcing based on the Information Resource Management has drawn five conclusions, and the author has carried on the forecast of outsourcing, proposed some problems that need further study.
