中文摘要:二十一世纪,我国图书馆事业进入一个新的发展时期,同时面临新的信息环境。在促进图书馆事业发展的诸要素中,人是最积极、最活跃、最具能动性的因素,将图书馆员看作是重要的人力资源和人力资本,是现代图书馆管理思想体系中的一个重要理念。因此,图书馆人力资源开发与管理是国内外图书馆界都很重视的能够切实提升现代图书馆核心竞争力、促进图书馆可持续发展的一个重要领域;同时图书馆人力资源开发与管理研究也是逐步成为图书馆学界研究的热点。 图书馆作为社会公共部门组织的一个重要部分,有其自身独特的战略目标,图书馆人力资源战略是其中一个重要组成部分。人力资源战略可以帮助图书馆根据环境的变化,建立适合其特征的人力资源开发与管理的方法;根据图书馆员期望,建立相应的激励机制;用更为合理的方法降低人力资源成本;根据技术和行业发展趋势,有针对性地对图书馆员进行开发与培训,提高他们的素质与能力,适应行业的发展要求。 基于战略的图书馆人力资源开发与管理,其根本价值在于对图书馆战略目标实际的贡献,图书馆人力资源的行为模式应该由图书馆的环境状况、目前内部运作方式决定(比如图书馆发展战略、图书馆资源、组织文化以及员工行为等)。在人力资源战略的指导下,一向被倡导关注的图书馆人力资源管理的各项环节和活动也便于开展实施。本文正是从管理学中人力资源开发与管理理论的角度出发,对图书馆人力资源战略的制定与规划、图书馆人力资源开发与管理职能的各个环节进行分析和研究,力求对提高图书馆员的素质和提升图书馆整体水平有着现实的价值和意义。  
英文摘要:The library undertaking of China has been confronted with a new condition of information. The human essential is the most active and motile one among the all factors which can promote the development of library undertaking. It is an important idea to regard librarians as human resource and human capital in library management system. Therefore, HRD and HRM(human resource development and human resource management) is a very important field which can advance the chief competitive power and the continuable development of library both in domestic and overseas library group. At the same time, the research of library HRD & HRM has gradually become one of the hotspots in library science. Library has its own particular strategic goal as one important part of social public sector. And the library human resource stratagem composes the strategic system. It can help library establish its HRM & HRD methods adapting to its own characters and the stimulant mechanism based on the environmental changes and the expectation of librarian. Furthermore, it can reduce the human resource cost by reasonable means and provides librarians training to advance their occupation capacity to based on the technical and vocational direction. The ultimate value of the strategic library HRD & HRM consists in the effective contribution to the strategic goal of library. The action mode of the library human resource should be decided on the circumstance situation and the interior acting mode.(eg. the development stratagem, library resources, organization culture and staff behavior etc.) In the guidance of HR stratagem, all the HRM activities of library which have been sparkpluged all along become easy to put in practice. In order to advance the ability of librarians and to promote the whole level of libraries actually, the paper starts with the HRM theories and outspreads analysis and research on the following issues: the establishment and layout of library HR stratagem; the activities and taches of library HRM & HRD functions etc.
