中文摘要:我国事业单位的市场化改革已经有20年左右的历程,步履艰难。虽然改革还在推进,但是一些单位的改革不尽人意。其原因何在?又如何解决?这是本文希望通过探讨得以解决的问题。鉴于事业单位的类别很多,性质和特点差异较大,仅以事业单位的主体---公益类事业单位市场化改革作为研究对象。 论文在总结事业单位改革的相关理论研究和国内已有改革经验的基础上,从人力资源管理的角度,以K公司为案例进行了研究。通过研究,发掘出公益类事业单位的市场化改革停滞不前或者趋向失败的主要和深层问题之一是人力资源管理问题,在此基础上分析了问题的成因并提出相应的解决方案。 论文的主要内容包括:首先对本文的研究背景,国际和国内环境,研究的目的和意义进行了简要的介绍;其次对公益类事业单位的内涵、职能与特征进行了阐述,介绍了公益类事业单位改革背景与进程,分析了组织变革的公益类事业单位人力资源变革的关系;再次以公益类事业单位的一个代表公司---K公司为背景,研究了其市场化改革与人力资源管理问题,介绍了K公司改革背景、行业特点及公司现状,分析了K公司市场化改革中的企业人力资源问题的出现及员工反应,描述了K公司市场化改革中的人力资源管理问题及表现;最后就K公司市场化改革中的人力资源管理寻找解决方案和对策,通过确立解决K公司的人力资源管理问题的基本原则,利用模型解决K公司人力资源管理问题,并针对K公司特点,对原则性操作方法进行了探讨。 由于公益类事业单位的特性是介于行政执法类事业单位与经营性事业单位之间的一种形态,通过这类事业单位市场化改革问题的研究,不但为此类事业单位市场化改革中的人力资源问题提供了解决的方案,同时为今后垄断行业的企业(如通讯类企业)推进完全市场化改革中应注意到的人力资源问题提供了解决的新思路,具有一定的理论和实践意义。  
英文摘要:Although market-oriented reform of our country institution already has twenty years history and still going on, it has a lot of problems. This paper is trying to find the reasons and solving these problems. We will focus on market-oriented reform of non-profit institution, the main part of institution, because institution has many types and different features. All summarizations are given in this essay by taking Company K as an example from the view of human resource, relative institution reform theory existing reform are another bases. We can get the conclusion from the materials in this essay that human resource management issue is the key point of non-profit institution unit market-oriented reform. Meanwhile the solution is given by analyzing the reasons of these issues. The main parts of the essay are given as follows. The brief introduction of researching background, international and national environments, and purpose as well as meaning are first part. Secondly the meaning and function and feature of non-profit institution unit are introduced as well as the background and processing of non-profit institution unit reform. Then the human resource reform relationship of reforming non-profit institution unit is also analyzed. Thirdly, Company K is taken as a typical case of non-profit institution unit. Based on its reform background, the market-oriented reform and human resource management problems are descried as well as its trade features and existing situation. And the problems and staffs suggestions during reforming are also described. Finally the solution and ways of K company human resource management reform are given. Because non-profit institution unit feature is between enforcement unit and profit institution, the research of its reform can provide the solution of relative institution unit as well as monopoly industry.
