中文摘要：	论文基于国际工程BOQ（Bill Of Quantity）模式，结合国际工程承包项目在投标报价阶段的先进理论和方法，从我国工程量清单计价模式的实际情况和以建筑施工企业投标报价的特点出发，着重从投标报价管理的角度阐述我国建筑施工企业在工程投标报价阶段进行报价管理的实施方法，以使我国建筑施工企业在投标报价阶段进一步引进国际上先进的理论和方法，使在这一阶段的报价管理进一步与国际先进模式对接，从而提高其在国内外市场与外国承包商竞争的能力，并为其提高在国际市场上的竞争能力打好基础。 该文遵循我国工程经济发展的规律，吸收相关领域国内国外的研究结果，借鉴社会主义市场经济学、价格学的基本原理和方法，在广泛调研和比较分析的基础之上，探讨基于BOQ模式的国际工程投标报价阶段报价管理的方法，重点研究我国建筑施工企业在投标报价阶段的报价管理机制。理论与实践相结合，采用了综合分析法，提出适应于我国建筑施工企业现状的投标报价组织机构建设的基本思路，并把概率分析法运用于投标决策中，在改进建筑施工企业的造价管理水平、积累造价信息资料、提升投标报价能力、提高中标率和盈利水平等方面具有较高的应用价值。 最后以阿尔及利亚奥兰HASSI BOUNIF 500套社会租赁房主体和室外工程的设计和施工招投标为案例对该文理论进行具体的应用分析，该工程最终中标。
英文摘要：	In combination with advanced theories and methodologies on tendering stage in international project contracting, and based on international engineering BOQ (Bill Of Quantity) mode, this Article is mainly about methodology on cost control from the angle of tender pricing management, standing at the point of existing situation of BOQ Pricing Mode and Contractor’s tender character in our country, so as to enable our Contractors to further incorporate internationally advanced theory and mothodology during their tender stage, matching cost control with international standards and therefore upgrading its ability in competetion with foreign contractor in domestic and overseas, as well as to pave the foundation for improvement of competence in international market. Following the practice of economic engineering development in our country, absorbing study outcome of relavant domains both overseas and domestic, and refering to the fundmental principles and methods of Social Marketing Economics and Price theorys, also based on extensive research and comparative analysis, This Article specilaly research on the cost management in terder stage oriented from BOQ Mode, focusing on the cost management system in tender stage of Chinese Contactors. In combination of theory and practice, using a comprehensive analysis, basic ideas are proposed on setting up of tender management organization suitable for current Chinese contractors. It also adapts probability analysis method for tender decision-making, having high value in improving the level of cost management, accumulation of cost information, enhancing bidding competence, improving bidding performance and profitability. In conclusion, practical application of aforesaid methodology is set with example project as Algeria Oran HASSI BOUNIF 500 Units social Rental Housing project，analysis tender and bidding including the main project and outdoor design and construction。This project has been successful in the tender.
