中文摘要:我国的机关事业单位由于其传统管理模式的特殊性,所有干部职工已经习惯认定晋升是业绩的主要报偿方式。当员工自我感觉沿着单位的等级结构已没有进一步垂直运动的机会或机会渺茫时,他们就倾向于认为自己已达到职业生涯向上发展过程中的一种相对停滞期,即职业高原的产生。 20世纪70年代,美国学者弗伦斯首次提出了职业高原现象的概念,从而为职业高原现象的研究奠定了基础。到目前为止,已经经历近30年的历史了。近年来,此现象受到了众多学者的关注,并将研究逐步深入。虽然国外对职业高原现象的研究已经经历了一段比较长的时间,但是还存在内涵过窄、缺乏过程研究、与许多重要的组织效果变量关系尚不明确以及缺乏有影响力的测量工具等问题。针对这些问题,本研究在理论上进一步丰富了职业高原现象的内涵之后,采用实证的研究方法在中国文化背景下,对职业高原现象进行了新的尝试和研究。 本论文在借鉴国外职业高原先进理论的基础上,结合我国的实际情况,科学分析了潍坊市公路系统不同职业高原期员工的分布现状。通过对潍坊市公路系统职业高原员工的特征及职业高原归因等问题的探讨,分别从培养员工价值观、实施职业高原控制、加强职业高原管理等方面提出了相应的对策建议,以期多层次、多角度超越职业高原,提高潍坊市公路系统员工工作积极性。  
英文摘要:Because of special nature of the traditional management models, some government organizations and institutions, all the cadres and workers have become accustomed to found the performance of promotion is the main compensation methods. When employees feel along the hierarchical structure of enterprises has been no further vertical movement of the slim chance or opportunity, they tend to think they have reached a career up in the development of a relatively stagnant period, that career plateau generation. American scholar-Ference-who studied career plateau phenomenon first proposed the concept of a career plateau phenomenon and thus laid the foundation for the study in 1970’s. So far, has already experienced nearly 30 years of history. In recent years, this phenomenon which has attracted the attention of scholars, study and gradually deepened. While abroad on career plateau phenomenon research has experienced a relatively long time, but there are still too narrow meaning, the lack of process studies, and a number of important organizational effects of variable relationship is not clear and the lack of influential measurement tools and so on. In response to these problems, this study theoretically the phenomenon further enriched the connotation of professional plateau, the use of empirical research methods in the context of Chinese culture, for a new career plateau phenomenon attempts and research. The paper in reference to foreign occupation on the basis of advanced theory plateau, combined with China's actual conditions, scientific analysis of the Weifang City Highway System employees in different occupations plateau distribution of the status quo. Weifang City highway system through the right career plateau and professional plateau characteristics of the staff attributed to explore such issues as, respectively, the values from the training staff, implementing career plateau, to strengthen management, and career plateau corresponding countermeasures and suggestions put forward with a view to multi-level, multi - point of view beyond the career plateau, Weifang City highway system to improve employee motivation.
