中文摘要：	在当今竞争日益激烈的全球化经济中，城市与地区之间的竞争由比较优势发展为竞争优势。各地政府日益认识到要带动地方经济的发展，必须以城市经营营造良好的投资环境，形成持续的城市竞争力，实现城市的可持续发展。城市环境为城市经营的展开搭建平台并形成支撑，城市经营以形成良好的城市环境为目标。我国的城市化进程虽开始的较晚，但发展较快，城市经营的实践还处于初级阶段，城市环境经营的理念也是近几年才受到大家的关注，相关理论方法需要尽快完善，以便指导实际建设。潍坊市城市化水平迅速提高，与周围城市的竞争日趋激烈，城市建设经营正处在典型时期，具有一定的代表性。 城市环境不仅包括通常意义上的自然环境，还包括投资环境与人文环境。投资环境中城市土地、基础设施等是吸引投资、推动经济发展的前提，如果该环境不完善不配套，经济就不能协调发展。近几年来，潍坊市作为山东省的重要沿海城市，发展速度较快，城市环境发生着日新月异的变化，本文以潍坊市的城市环境经营的实践为依托展开研究。 本文依托潍坊市城市环境建设经营的实际，重点研究城市基础设施建设发展和城中村改造的策略。通过对潍坊市城市建设现状情况进行认真细致的实际调查，系统分析存在的问题，找出基础设施建设和城中村改造健康有序推进的的关键所在，针对问题和关键展开研究，分别制定相关发展策略。通过本文研究，能有效的指导后续城市建设，为城市经营的主导者和参与者提供建议意见，为同类城市的经营建设提供参考。
英文摘要：	The competition between cities and regions has developed from the comparative advantage to the competitive advantage in current increasingly competitive global economy. Governments have recognized that they must create a favorable investment environment, form sustainable urban competitiveness and achieve sustainable development of cities in order to promote local economic development. The urban environment sets up a platform and brace for the expansion of city management, and the purpose of city management is to create a good urban environment. China's urbanization process is developing rapidly although it began not so early. The practice of urban management is still in the initial stage,and the concept of urban environmental management has attracted so much attention only in recent years, in order to guide actual construction.Urbanization level in Weifang City quickly raises, gradually vigorous with the competition of surrounding city, construction in the city's conducting is being placed in a typical model period and have a certain representative. The urban environment includes not only the natural environment, but also the investment environment and human environment. Urban land and infrastructure are the premise of attractting investment and promoting economic development. If the environment is not perfect and matchable, then it can’t match the the economy’s development. Weifang City, as a major coastal city of Shandong Province, has being developped rapidly in recent years. The urban environment of Weifang City is undergoing great changes. This paper undertakes a study rely on Weifang City environmental management. This paper relies on city environment in Weifang City construction management physically and particularly study the village in infrastructure in the city construction development and city the strategy of the reformation.Pass the actual survey to carry on the earnest delicacy to construction present condition circumstance in Weifang City, the problem of system analysis existence, find out in the middle of infrastructure construction and city the village reformation healthily has the preface pushes forward of of key place, launch a research to problem and key, draw up related development strategy respectively.Pass this paper research, ability effective of instruction follow-up city construction, the dominant operator and participant, who conduct for the city, provides to suggest an opinion and provides a reference for the management construction of the same kind city.
