中文摘要：	近年来，我国正处于经济迅速发展阶段，适当的固定资产投资是保持经济稳定增长的第一拉动力。在不断增长的投资中，用于公共工程的投资占有相当大的比重，在投资主体多元化的形势下，政府投资始终占主导地位。随着我国经济体制改革的不断深入，政府投资在整个国民经济中发挥的作用日渐突显。政府投资项目由于其特殊性，一直受到社会公众的普遍关注。为此，加强政府投资项目管理，提高投资决策水平，及时总结经验教训，切实保证投资效果，就成为当前的首要任务，在此背景下研究如何建立和完善政府投资项目后评估体系有着重要的现实意义。 本文主要是通过对山东省青州市一个政府投资项目——东方花都生态城一期项目进行后评估研究，找出总结政府投资经验，提高投资效果的途径。本研究针对政府投资项目的特点，结合东方花都生态城一期项目的实际，通过项目规划、建设及使用过程的描述与分析，探讨了在当前国内各地大规模进行政府投资建设的背景下，实施政府投资项目后评估的重要性和必要性，以及东方花都生态城一期项目后评估中的经验教训。本研究通过对东方花都生态城一期项目决策、建设、实施进行后评估的案例分析，总结归纳出当前政府投资项目后评估的经验，并期望本案例的分析探讨对国内类似的地方政府投资案例起到参考借鉴的作用。 为了更准确的分析该案例，本研究首先对项目管理后评估的相关理论进行了梳理。在理论回顾部分，本研究首先归纳了后评估的发展历程、基本概念、范围和内容、基本方法，以及既有研究对项目后评估的实施等的探讨。并在此基础上，讨论了当前国内政府投资项目后评估的发展以及存在的问题。 基于理论梳理形成的思路，本研究对东方花都生态城一期项目后评估案例进行了细致的分析，详细地介绍了项目提出的背景，建设过程以及项目决策、论证、组织实施等各阶段的活动。在这些基础上，提出了适合该项目后评估的流程，并建立了相应的后评估模型。后面提出了基于逻辑框架法的项目后评估和基于成功度的后评估，这里对项目的发展流程、项目集中的子项目都有细致的评估，并对项目的可持续性进行了相对比较细致的后评估，提出了项目在建设过程中的成熟度分析。然后本研究进一步分析了对东方花都生态城一期项目进行后评估的流程、原则与制度，为后续后评估工作的制度化、流程化打下了基础。 通过案例分析，本研究期望达到抛砖引玉的效果，以引发更多关于相似议题的探讨。同时，本研究还期望该案例的成功经验能对我国当前开展的大规模的政府投资项目决策和管理起到一定的借鉴作用。
英文摘要：	Recent years, our country is being at the economic-fast-developing term, proper fixed assets investment is the first drive of maintaining the stable economic increase. Of the increasing investment, much proportion was used in the public engineering. Under the situation of investment subject diversifying, the government investment is always at dominant status. With the reform of economic system becoming deeper and more profound, the role of government investment is becoming more obvious. Because of the particularity, the government investment project is always in the spotlight of the public. Therefore, reinforcing the management of government investment projects, improving the decision-making level, summarizing experiences and lessons in time and taking effective measures to ensure the effect of investment become top missions. It has an important actual meaning to study how to establish and perfect the appraisal system of government investment in this setting. This study discussed apocalypses brought by appraising a government investment project in Qingzhou, Shandong province—East Flower County. This study, aimed at the features of government investment, combining with present condition and existing problems especially problems existing in government, explores the vitality and necessarity ex-post evaluation in the background of large-scale government investment construction by describing and analyzing the planning, construction and usage of East Flower County. The study hopes to sum up post project appraisal experiences of government investment and offer that to other relative cases in our country by studying decision-making, construction and implement of the case East Flower County. In order to analyze the case more precisely, the study first systemizes relative post management theories. In the theory-review part, the study first sums up basic concept, scale, content and basic means of ex-post evaluation, as well as discusses on work before project, appraisal after impletion and circulation and execution after project appraisal. Basing on thoughts formed by systemizing theories, the study analyses the project of East Flower County very carefully, which introduces the construction background in detail, present constructing situation and activities of every stage such as decision-making, argumentation, execution. After that, the study summarizes the whole after-project appraising process of East Flower County ecological project, analyzing the necessarity of post project appraisal. In the end, the whole bag of tricks and successive experiences and main lessons are summed up detailedly in this part. By analyzing this case, the study hopes to stimulate more brilliant studies and more relative discusses on similar topics. Meanwhile, the study also hopes the case can offer some successive experiences to project decision-making and management of large-scale government investment under construction.
