中文摘要:八十年代初,伴随着我国城镇住房制度改革和房地产管理体制改革的深入,以及城市化进程的加快,“物业管理”应运而生。二十多年来,我国物业管理服务领域从小到大,从单一型物业到综合型物业,从小型配套到大型公建,从住宅物业到办公、医院、学校、工业和商业物业,至今已拓展到不动产管理的所有领域。目前我国物业服务企业已近4万家,从业人员近400万人,实施物业管理的覆盖面已超过50%,该行业的年产值以20%的幅度递增,并且在国民生产总值中所占比重逐年提高。 物业管理的发展,不仅推动了城市文明化进程,更重要的是给城镇居民带来了一种全新的生活方式。物业管理的迅速发展对加快城市管理体制和房地产管理体制改革、促进经济发展和社会和谐起到了积极的推动作用,现已成为我国国民经济新的增长点之一。 然而,在物业管理快速发展过程中,暴露出了不少亟待解决和完善的问题。特别是近两年,一些物业服务企业在进入与退出项目管理活动中出现大量不规范行为,引发了社会对物业管理行业的质疑。政府如不加以研究解决,此类行为将成为制约物业管理行业健康发展的瓶颈。 本文从研究物业管理项目进入与退出问题的必要性入手,通过对目前我国物业服务企业进入、退出项目管理现状的阐述与存在问题成因的分析,并从界面管理角度对物业管理项目进入、退出中“交接”这一重要环节进行了深入研究,较为全面地剖析了“交接”中凸现的问题,最后提出了相应对策和建议,为政府主管部门完善政策、制定规则提供了参考。 通过本文研究,旨在通过政府、社会各界、物业管理行业的共同努力,改善物业管理项目进入与退出环节(流程界面)的法制环境,规范物业服务企业进入与退出物业管理项目管理活动的行为(组织界面),特别是强化对“交接”环节的监管和控制,使得交接活动有章可循,以改善物业服务企业和业主的关系,维护广大业主和物业服务企业的合法权益,并促进物业管理的健康发展,对和谐社会的构建作出积极贡献。  
英文摘要:In early eighties, along with the urban housing system reform and the deepening of property management system, and the accelerating of the urbanization process, property management came into being. During 20 years, our property management services from small to large, from a single type of property to the integrated properties, from small package to large public buildings, from residential to offices, hospitals, schools, industrial and commercial properties, has been extended to all areas of real estate management. At present, China has almost 40,000 property services companies, which employed nearly 4 million people. The implementation of property management has more than 50% coverage, and the industry's annual output had by 20% increments and the proportion of gross national product increased year by year. Development of property management, not only promotes the process of urban civilization, more importantly, but also brings to town residents in a new way of life. Property management to accelerate the rapid development of urban management system and real estate management system, promote economic development and social harmony has played a positive role in promoting China's national economy has become one of the new growth point. However, the rapid development in property management process exposes a number of urgent issues needed to address and improve. Particularly in the last two years, some property services companies during the entering and exiting project had quantitative irregularities, which caused that the society criticized property management industry. If the government does not solve the problem, such acts will be restricting the healthy development of the property management industry bottlenecks. This study began with essential of the entering and exiting the property management projects. Firstly, this study sets out the status of project management analysis of the causes and problems. Then, this study argues the interface management from the perspective of property management project, which includes the projects transferring. By in-depth study, a more comprehensive analysis of the projects transferring in highlighting the issue puts forward countermeasures and suggestions to government departments improve policies, makes rules to provide a reference. Through this research, this study aims that by the government, the community, and the property management industry to work together to improve the property management program entry and exit areas (process interface) of the legal environment. At the same time by improving the standard of property services, property management companies reinforces the entering and exiting behavior of the project management activities (organizational interface), and particularly reinforces the projects transfer monitoring and control. And especially this study emphasizes making rule-based transfer of activities to improve the property Services Company and owner of the relationship between owners and property services to safeguard the legitimate rights and interests of enterprises and promote the property management the healthy development of harmonious society and make positive contributions.
