Against the backdrop of digital and intelligent transformation, such transformation has become a necessity for the development of enterprises. Corporate archival data constitutes the core business records and strategic data resources of an enterprise; unlocking its value and upgrading service models are integral components of this transformation. However, existing research has not sufficiently elucidated the mechanisms and operational logic underlying the provision of context-based services for corporate archival data, which has hindered the full realization of the value of such data. Therefore, this study constructs a scenario-based service model for corporate archival data in the context of digital and intelligent transformation. It identifies the key components of scenario-based services for corporate archival data, the relationships among these components, their underlying operational mechanisms, and implementation strategies, thereby providing theoretical support and practical guidance for corporate archival management. The study employs a grounded theory approach, conducting in-depth interviews with 13 corporate archival professionals across different industries, yielding approximately 120,000 words of primary data. Through a three-tiered coding processopen coding, axial coding, and selective coding61 initial concepts, 18 initial categories, and 5 main categories were extracted from 286 valid original statements. This established “scenario-based archival data services” as the core research category. This ultimately led to the development of a theoretical model for scenario-based enterprise archival data services in the context of digital and intelligent transformation, encompassing five key dimensions: external environment, value perception, user needs, organizational support, and service scenarios. This model presents an overall structure of “external drive-internal cycle.” The outer layer is the external environment drive layer, comprising two main categories: national policy orientation and industry ecosystem, which together constitute the driving and constraining forces for the system’s operation; the inner layer consists of four main categoriesvalue perception, user needs, organizational support, and service scenarios-forming a dynamic cycle chain of “value perception → demand expression → resource investment → scenario implementation → value feedback.” Among these, value perception serves as the starting point of the driving force, encompassing three levels: the service provider’s perception, the service recipient’s perception, and the corporate leadership’s perception. User needs and service scenarios exhibit a hierarchical correspondence: basic utilization needs correspond to basic support scenarios; business collaboration needs correspond to business collaboration scenarios; and intelligent knowledge needs correspond to intelligent application scenarios. Organizational support serves as the foundational guarantee, covering data resources, human resources, institutional support, technical support, organizational structure, financial support, and leadership support. The study further reveals the direct and mediating mechanisms of interaction among the main categories and conducts a comparative analysis of this model with service scenario theory, clarifying the contribution of this research to the paradigm expansion of service scenario theory from physical scenarios to digital scenarios. Finally, the study proposes implementation mechanisms for the model across five dimensions: reconstructing the value recognition system, establishing an organizational and resource support system, strengthening full-lifecycle governance of archival data assets, promoting the tiered implementation of demand-driven scenario-based services, and constructing a closed-loop dynamic iteration mechanism. These provide theoretical support and practical guidance for corporate archival work to transition from resource management to business empowerment.
