| 中文摘要: | 在数字中国战略深入推进与银行业数字化转型加速演进的背景下,从业人员数字素养是银行破除发展瓶颈、践行高质量发展的重要基础,行业对从业人员数字化能力的需求与标准持续攀升。然而现阶段,契合银行业特质与业务场景,具备可操作性、可量化的数字素养评价工具仍较为匮乏。本研究聚焦银行从业人员这一特殊群体,基于国内外数字素养框架对比分析与银行业转型实际,遵循科学性、客观性、系统性与发展性原则,初步构建包含数字认知、数字观念、数字责任、基础技能、应用技能5个一级指标及23个二级指标的评价体系。经两轮德尔菲法专家咨询修正后,采用层次分析法与变异系数法组合赋权,确定各指标权重,形成兼具主观专业判断与客观数据特征的本土化赋权评价体系。以350名银行从业人员为调研对象开展实证检验,结果显示:银行从业人员整体数字素养处于中等偏上水平(平均分3.7,满分5),数字认知与基础技能维度表现突出,但在应用技能中的问题解决能力、数字责任中的客户数据隐私保护能力等维度存在显著短板。50岁以上群体、低学历群体及前台营销岗位人员呈现群体化能力差异。基于以上发现,本研究从补齐群体化短板、核心能力协同培育、场景化实战赋能三个维度提出针对性提升策略。本研究创新性构建了适配银行业的数字素养评价体系,为金融机构人才能力诊断与培养提供了理论模型和实践指南,也为全民数字素养提升研究提供了行业细分领域的参考范例。 | |
| 英文摘要: | With the in-depth implementation of the Digital China Strategy and the accelerated digital transformation of the banking industry, the digital literacy of banking practitioners has become an essential foundation for banks to break through development bottlenecks and achieve high-quality development. Meanwhile, the industry’s requirements and criteria for practitioners’ digital capabilities have been continuously upgraded. Nevertheless, operable and quantifiable digital literacy evaluation tools tailored to the industry characteristics and business scenarios of the banking sector are still scarce at the present stage. Focusing on the special group of bank employees, this study initially constructs an evaluation system comprising 5 first-level indicators (Digital Cognition, Digital Mindset, Digital Responsibility, Foundational Skills, and Application Skills) and 23 second-level indicators, based on a comparative analysis of domestic and international digital literacy frameworks and the actual situation of banking transformation, while adhering to the principles of scientificity, objectivity, systematicness, and developmentality. After revision through two rounds of Delphi expert consultation, the combined weighting method of Analytic Hierarchy Process (AHP) and coefficient of variation method is adopted to determine the weight of each indicator, forming a localized weighted evaluation system that integrates subjective professional judgment and objective data characteristics. An empirical test was conducted with 350 bank employees in Tianjin, and the results show that the overall digital literacy of bank employees is at a moderately high level (average score 3.7/5), with outstanding performance in the dimensions of Digital Cognition and Foundational Skills. However, there are significant shortcomings in dimensions such as problem-solving ability in Application Skills and customer data privacy protection ability in Digital Responsibility. Additionally, distinct group differences in capabilities are observed among employees over 50 years old, low-education groups, and front-line marketing staff. Based on the empirical findings, this study proposes targeted improvement strategies from three dimensions: addressing group-specific shortcomings, synergistic cultivation of core capabilities, and scenario-based practical empowerment. This research innovatively constructs a digital literacy evaluation system suitable for the banking industry, providing a theoretical model and practical guide for financial institutions to diagnose and cultivate talent capabilities, as well as a reference example for the research on improving national digital literacy in specific industry fields. | |
