中文摘要：	创新对于一个国家或一个地区的发展具有极其重要的作用。一个经济，若是没有创新，那便是一个静态的、没有发展和增长的经济。随着我国的经济发展和产业升级，“中国制造”逐步转变为“中国创造”，客观上对创新提出了新的更高的要求。滨海新区作为中国经济新增长极，国家赋予的定位之一即是“高水平的现代制造业和研发转化基地”，这就要求滨海新区必须走出一条科学发展的、依靠创新引领的新路。滨海新区的区域创新具有哪些主体，各个创新主体具有什么样的特性，这些主体之间如何相互作用和影响，这种协同影响机制如何推动区域创新发展，针对这些问题进行研究，对于优化滨海新区区域创新机制，提升区域创新能力具有非常重要的理论指导意义和现实参考意义。 本文按照前提性研究、比较研究、理论研究和实证研究的逻辑顺序，采用文献分析、案例分析、理论分析和实证分析的方法进行研究。首先，对区域创新理论的研究情况和现状进行总结和分析，指出当前研究的不足与空白，然后介绍了三螺旋理论的内容、形成机制和演化进程，说明了基于三螺旋模型研究区域创新的可行性与必要性。接着对硅谷、128公路、北卡三角园等案例进行比较分析，指出区域网络式创新系统更有利于各创新主体发挥作用。之后本文从三螺旋模型的角度，对区域创新的机制进行了分析，进一步说明了企业、政府、大学和科研机构合作互动的必然性和必要性，并对三螺旋的协同共生机制、社会网络的根植性、交互式学习等主要运行机制进行分析。 最后，本文运用前述理论框架，对滨海新区的区域创新机制的构建进行了实证研究，从技术创新机制、知识创新机制、政策支持机制和环境支撑机制四个角度分析滨海新区的区域创新机制的运行模式和演化过程，并根据三螺旋在知识创造、扩散和利用方面的互动自反效应，结合滨海新区的具体情况，提出了促进滨海新区区域创新的对策建议：成立大学衍生公司、政府实验室、创新引导基金、科技孵化器、组建战略联盟等。
英文摘要：	Innovation has played an extremely important role in the development of a country or a region. Without innovation，the economy will be static，no development and growth. As China’s economy developing and industry upgrading rapidly，“Made in China” gradually transformed into “Created in China”，which has asked higher requirements for innovation. As China’s new economic growth pole，Binhai New Area had been given a position of “a high level of modern manufacturing and R&D transformation base” by the State，which requires Binhai lead a way of scientific developing. What will be the innovation subjects in Binhai New Area? What kinds of features did they have? How about the interaction between the subjects and the mechanism of synergistic effect? How these innovation systems promote regional innovation and development? Conducting a research on these issues，for the optimization of Binhai Regional innovative mechanisms and enhancing regional innovation capability has a very important theoretical and practical value. This research used document analysis，case studies，theoretical analysis and empirical analysis methods， in an order of the premise of this research， comparative studies，theoretical research and empirical studies. Firstly，the theoretical study of regional innovation and summarize and analyze the status quo，pointing out the deficiencies and gaps in current research，and then introduces the theory of triple-helix theory and its formation mechanism and evolution of process，shows the necessity and possibility of regional innovation based on the triple helix model. After a comparative analysis of Silicon Valley，Route 128 and Triangle Park in North Carolina， this research has pointed out that regional networks innovation systems are more conducive. Then the analysis to the regional innovation system from Triple Helix model was conducted，further illustrating the inevitability and necessity of interaction and collaboration of business，government，universities and research institutes，and explaining the main regional innovation mechanism such as collaborative symbiotic mechanisms，interactive learning，embeddings in social networks，etc. Finally，the empirical studies on the Regional Innovation Mechanism of Binhai New Area had been carried out using the aforementioned theoretical framework. From technology innovation mechanisms，knowledge innovation mechanisms， policy supporting mechanisms and environmental supporting mechanisms， according to the reflexive interaction effects of Triple Helix in knowledge creation， diffusion and use combined with the specific circumstances of Binhai New Area，the research pointed out some policy proposals on promoting the regional innovation of Binhai：University spin-off company，Government laboratories，Venture capital investment guidance fund，technology incubators，and the Strategic alliances.
